Florida Retirement System; Authorizing certain retirees to be reemployed after terminating employment; prohibiting such retirees from receiving both a salary from the employer and retirement benefits for a specified period after his or her retirement; removing provisions authorizing the reemployment of certain law enforcement officers as school resource officers; revising employer contribution rates to the Florida Retirement System, etc.

Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.

Special Observances; Designates each November as "Veterans Appreciation Month"; removes provisions relating to Veterans Week; authorizes Governor to issue proclamation with specified information.

Holocaust Remembrance Day; Requires Governor to proclaim specified day of each year as "Holocaust Remembrance Day"; requires such day to be observed in public schools & by public exercises as Governor may designate; requires educational instruction to be provided.

Theft from Nonprofit Organizations; Provides for reclassification of theft offenses of specified amounts from nonprofit organizations; requires restitution & community service for certain violations.

Pub. Rec./County and City Administrators and Managers; Provides exemption from public records requirements for personal identifying & location information of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, & assistant city managers, including names & personal identifying & location information of spouses & children of current county administrators, deputy county administrators, assistant county administrators, city managers, deputy city managers, & assistant city managers; provides for future legislative review & repeal; provides for retroactive application; provides statement of public necessity.

Weapons and Firearms; Requires background checks on persons involved in firearm sales or transfers; requires firearm sales or transfers to be conducted through licensed dealer; revises requirements for safe storage of firearms; revises criminal penalties; requires firearms be sold by dealers with trigger locks or gun cases; revises warnings to be posted in gun dealerships; requires certain materials to be given to gun purchasers; prohibits specified acts involving unfinished firearm frames or receivers; prohibits certain activities involving three-dimensional printer or CNC milling machine.

Title Fraud Prevention; Creates a pilot program in specified county; requires parties provide specified information to property appraiser; requires property appraiser to make certain notifications; requires participating property appraiser to make report.

Discharging a Firearm in Residential Areas; Revises prohibitions on discharge of firearms in residential areas; removes exceptions.

Heat Illness Prevention; Requires employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for employers & employees; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules.
