Sexual Misconduct Battery; Defines offense of sexual misconduct battery.

Broward County; Creates Broward County Affordable Housing Improvement Act; authorizes levy of discretionary surtax to establish & finance affordable housing; requires OPPAGA to review the discretionary surtax program at a specified interval & provide reports to the Governor & Legislature.

National Infrastructure Bank; Requests Congress to pass House Resolution 3339, creating a National Infrastructure Bank to finance urgently needed infrastructure projects.

Law Enforcement, Correctional, & Correctional Probation Officers' Death Benefits; Requires employer of full-time law enforcement, correctional, or correctional probation officer to extend paid health insurance benefits to officer's surviving spouse & each of officer's dependent children if officer dies in line of duty as result of exposure to pandemic disease that is subject of public health emergency.

Property Tax Exemptions For Widows, Widowers, Blind Persons, or Persons Totally and Permanently Disabled; Increases property tax exemption for residents who are widows, widowers, blind persons, or persons totally & permanently disabled.

State Renewable Energy Goals; Prohibits drilling or exploration for, or production of, oil, gas, or other petroleum products & permitting & construction of certain related structures; requires statewide renewable energy electricity & carbon emission reductions by specified dates; directs Office of Energy within DACS to develop unified statewide plan; requires state & public entities to cooperate as requested; provides plan requirements; requires office to submit plan & updates to Governor & Legislature; creates Renewable Energy Advisory Committee within Office of Energy; directs Commissioner of Agriculture to submit specified annual report to Legislature.

Domestic Violence and Parental Responsibility Determinations; Requires court to order shared parental responsibility if it is in best interests of child; provides that clear & convincing evidence of certain conduct creates certain rebuttable presumption; authorizes parent to rebut such presumption if specified criteria are met; requires court to consider all time-sharing factors when developing time-sharing schedule if presumption is rebutted; provides for sole parental responsibility with specified time-sharing arrangements; removes requirement for court to consider certain evidence regardless of whether there is conviction; revises & provides factors that court must consider when determining best interests of child; revises instructions & form for domestic violence injunctions to require inclusion of certain information.

Preemption of Recyclable and Polystyrene Materials; Removes prohibition of local regulation of auxiliary containers, wrappings, & disposable plastic bags; repeals preemption of use or sale of polystyrene products to DACS.

Professional Licensing Requirements for Barbers and Cosmetologists; Provides period of time when conviction, or any other adjudication, for crime may not be grounds for denial of licensure as barber or cosmetologist; requires applicable board to approve educational program credits offered to inmates in certain institutions or facilities for purposes of satisfying training requirements for licensure as barber or cosmetologist.

Firearm Restrictions Pursuant to Court Findings or Risk Protection Orders; Requires certain orders affecting person's ability to purchase firearm be entered into a specified database within specified period; prohibits attempted violations of provisions of firearms risk protection order.
