Persons Disqualified from Being Appointed as a Guardian; Authorizes court to appoint person who has been convicted of felony to be guardian of proposed ward; requires court to consider imposing additional requirements on certain guardians to safeguard proposed ward & his or her property; authorizes court to deny appointment as guardian if it determines appointment would place proposed ward, or his or her property, at risk.

Special Elections; Revises timeframe during which vacancy must be filled by candidates qualifying within timeframes provided by general law; requires Governor to call special primary election & special election under certain circumstance; requires Governor to fix dates of special election after vacancy occurs; requires Governor to consult with Secretary of State & supervisor of elections before setting special election dates; authorizes qualified electors to file petition in circuit court seeking judicial determination of election date under specified conditions; provides that court has authority to fix & declare dates for special election; removes authority of Governor, President of Senate, & Speaker of House of Representatives to waive specified timeframes if all parties concur; requires Governor to fix dates to coincide with already scheduled election; requires that special elections to fill certain vacancies be held no later than election for which resigning officer seeks to qualify; provides that certain persons are deemed elected; requires Governor to consult with certain supervisors of election, in addition to Secretary of State, before declaring date of special election; requires that such order be issued within specified timeframe after occurrence of vacancy.
Affordable Housing; Revises upwards length of time that certain rental units must remain affordable in order to qualify for specified zoning variance; requires certain incentives be used for construction of affordable housing; revises downward maximum median income used to determine eligibility for certain tax incentives; specifies that certain taxes do not apply to first-time homebuyers.
Government Waste and Misconduct; Requires specified parties prepare a report investigating & evaluating specified subjects & identifying certain funds; requires AG to take certain actions to recover specified funds; requires such recovered funds be used for certain purpose; requires specified funds be transferred & used for certain purpose; creates Working Floridians Tax Rebate Program within DOR for certain purpose; requiring the program be funded in a specified manner; granting state funds to certain people who have received federal Earned Income Tax Credit.
Roofing Requirements for Property Insurance; Prohibits insurer from refusing to issue or renew property insurance policy, rather than homeowner's policy, insuring residential structure that has a roof less than specified age solely because the roof's age; requires insurer to differentiate between low-slope & steep-slope roofs in its offer for coverage under certain circumstances; requires insurer to allow property owner to have roof inspection performed on steep-slope roof by authorized inspector before requiring that roof be replaced; prohibits insurer from refusing to issue or renew property insurance policy under certain circumstances.
Recognizing Judea and Samaria; Prohibits use of term "West Bank" in official government materials; prohibits use of moneys to create official government materials using such term; requires instructional materials & library media center collections adopted or acquired by certain entities on or after specified date to refer to certain area as Judea & Samaria; prohibits instructional materials & library media center collections adopted or acquired by certain entities on or after specified date from using term "West Bank."
Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of agreement; provides method by which state may become member state; requires statewide popular election for President & Vice President of United States; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.
Treatment of Inmates; Specifies rights of inmates in state correctional system; requires written copy of rights to be provided to each inmate; authorizes relief for deprivation of rights; revises definition of "permanently incapacitated inmate" for purposes of conditional medical release.

Cost-sharing Requirements for Insulin and Diabetes Supplies; Prohibits health insurance policies from imposing cost-sharing requirements that exceed specified amount for 30 days of insulin & diabetes supplies.
