Juvenile Court Proceedings; Authorizes person to attend certain proceedings through audio or audio-video communication technology; requires parties to provide their primary e-mail address to court for notice purposes; provides exceptions; requires notices & summons to include instructions for parties to attend hearings through audio or audio-video communication technology; requires notices that failure to appear at hearings either in person or through audio or audio-video communication technology constitutes consent to adjudicating child as dependent or termination of parental rights.

Certified Peer Specialist Gateway Pilot Program; Creates pilot program within DOC; provides purpose of & requirements for pilot program; requires DOC to develop criteria for selecting qualified applicants; exempts persons who complete pilot program's requirements from specified background screening requirements for peer specialists; authorizes pilot program to offer funding to potential employers to cover specified costs; requires persons who have completed pilot program's requirements to provide prospective employers with incarceration records; requires such persons to receive signed informed consent form from any potential clients.

Medicaid Coverage of Continuous Glucose Monitors; Requires AHCA, subject to availability of funds & certain limitations & directions, to provide coverage for continuous glucose monitors for certain Medicaid recipients; provides requirements for Medicaid recipients to continue receiving coverage for their continuous glucose monitors; requires agency to seek federal approval for implementation of act, if needed; requires agency to include rate impact of act in certain rates that become effective on specified date.

Protection of Specified Personnel; Requires violation to be committed with specified intent; prohibits specified threats against justice, judicial assistant, clerk of court, or clerk personnel or family member of such person; prohibits specified harassment of certain personnel with intent to intimidate or coerce such person to perform or refrain from performing lawful duty.

Home Health Aides for Medically Fragile Children; Requires home health agencies to ensure tasks delegated to home health aides for medically fragile children meet specified requirements; provides individuals exemption from costs associated with specified training; authorizes home health aides for medically fragile children to perform tasks delegated by registered nurse; requires AHCA to conduct annual assessment of certified health aide program; requires agency to submit report to Governor & Legislature; requires agency to establish a specified fee schedule; provides appropriations. APPROPRIATION: $472,317

Driver License, Identification Card, and Motor Vehicle Registration; Revising the parties that may receive confidential crash reports to include law enforcement agencies and their contracted service providers; requires that motor vehicle registration form and registration renewal form and driver license or ID card application form, respectively, include option to make voluntary contribution to Best Buddies International; defining the terms "control" and "motor vehicle dealer's leasing or rental affiliate", etc.

Environmental Protection; Revises, creates, & repeals various provisions relating to procedures & requirements for acquisition, retention, & disposal of state lands & prioritization of projects relating to such lands.

Enforcement of School Zone Speed Limits; Authorizes county or municipality to enforce speed limit in school zone through speed detection system; requires DOT to establish specifications; requires notice to public; requires law enforcement agency to administer School Crossing Guard Recruitment & Retention Program; provides for issuance of traffic citations by traffic infraction enforcement officer; provides notification requirements & procedures; provides photographs or video & evidence of speed are admissible in proceedings; requires reports; requires law enforcement agency to maintain log & perform tests of speed detection systems; provides penalty for speed limit violation in school zone; prohibits points from being imposed against driver license; prohibits infractions from being used to set insurance rates.

Abandoned and Historic Cemeteries; Creates Historic Cemeteries Program within Division of Historical Resources of DOS; creates Historic Cemeteries Program Advisory Council; authorizes certain entities to acquire conservation easements to preserve cemeteries; provides appropriations & authorizes positions. APPROPRIATION: $1,254,454

Restoration of Osborne Reef; Requires DEP to submit status report on Osborne Reef cleanup & tire removal project to Legislature & to develop reef restoration plan & submit report on plan to Legislature.
