Florida Kidcare Program Eligibility; Increases income eligibility threshold for coverage under Medikids program component; increases income eligibility threshold for coverage under Florida Kidcare program; requires applicant seeking coverage under program to provide certain documentation if eligibility cannot be verified using reliable data sources; requires that premiums for certain enrollees under Florida Kidcare program be based on tiered system of uniform premiums.

Education and Training For Alzheimer's Disease and Related Forms of Dementia; Requires DEA to offer education about Alzheimer's disease & related forms of dementia to general public; requires employees of covered providers, health agency or nurse registry or companion or homemaker service provider, or nursing home, assisted living facility, adult family-care home, or adult day care center to complete specified training; authorizes completed training hours to count toward preservice orientation, other required training, or continuing education hours.

Driver License, Identification Card, and Motor Vehicle Registration; Revising the parties that may receive confidential crash reports to include law enforcement agencies and their contracted service providers; requires that motor vehicle registration form and registration renewal form and driver license or ID card application form, respectively, include option to make voluntary contribution to Best Buddies International; defining the terms "control" and "motor vehicle dealer's leasing or rental affiliate", etc.

My Safe Florida Home Program; Provides that licensed inspectors are to provide hurricane mitigation inspections on site-built, single-family, residential properties; revises information provided to homeowners as part of hurricane mitigation inspection; revises criteria for mitigation grant eligibility for homeowners; revises amount low-income homeowners may receive from DFS under grant program; removes provision authorizing low-income homeowners to use grant funds for specified purposes; removes provision requiring contracts entered into by DFS to be reviewed & approved by LBC; requires DFS to develop certain quality assurance & reinspection program.

Abandoned and Historic Cemeteries; Creates Historic Cemeteries Program within Division of Historical Resources of DOS; creates Historic Cemeteries Program Advisory Council; authorizes certain entities to acquire conservation easements to preserve cemeteries; provides appropriations & authorizes positions. APPROPRIATION: $1,254,454

Restoration of Osborne Reef; Requires DEP to submit status report on Osborne Reef cleanup & tire removal project to Legislature & to develop reef restoration plan & submit report on plan to Legislature.

Property Owners' Right to Install, Display, and Store Items; Authorizes condominium unit owners to display certain flags on Patriot Day; authorizes homeowners to display certain number of specified flags regardless of certain prohibitions in governing documents of homeowners' association; defines "first responder flag"; prohibits homeowners' associations from restricting parcel owners & their tenants from installing, displaying, or storing items on parcels; provides exceptions; prohibits certain homeowners' association documents from precluding property owners from displaying certain number of specified flags; requires that such flags be displayed in specified manner.

Yacht and Ship Brokers; Renames Division of Florida Condominiums, Timeshares & Mobile Homes within DBPR as Division of Florida Condominiums, Timeshares, Yacht Brokers & Mobile Homes; revises & provides definitions; exempts visiting broker from licensure for specified transactions; requires division to deny licenses for applicants who fail to meet certain requirements; revises requirements for licensure as broker.

Intercollegiate Athlete Compensation and Rights; Removes requirement that compensation to intercollegiate athlete be provided by certain third parties; revises provisions relating to compensation directed to current & prospective intercollegiate athletes; revises provisions relating to compensation contracts & certain postsecondary educational institution workshops for intercollegiate athletes; authorizes postsecondary educational institutions to provide specified services to intercollegiate athletes & provides requirements for such services.

Florida Kidcare Program Income Eligibility; Establishes tiered system of family premiums for Title-XXI coverage under Florida Kidcare program beginning on specified date; authorizes AHCA to seek federal waiver approval or submit any state plan amendments as necessary; increases income eligibility threshold for coverage under program to conform to changes made by act; provides that specified amendment are subject to federal approval.
