Mandatory Human Reviews of Insurance Claim Denials ; Authorizes workers' compensation carriers, insurers &HMOs to use artificial intelligence systems & machine learning systems to assist in processing claims; prohibits use of artificial intelligence or machine learning systems as sole basis for determining whether to reduce claim payment or deny claim or portion of claim; requires that decisions to deny claim or portion of claim or reduce claim be made by qualified human professionals; authorizes OIR to conduct market conduct examinations & investigations.

Dependent Children; Requires DCF & each community-based care lead agency to coordinate with certain organizations & meet quarterly for specified purpose; authorizes such meeting to be in person or via teleconference or other electronic means; requires such meetings to have formal agenda; requires department & each community-based care lead agency to make certain information available on their respective websites; requires, beginning in specified year, department & each community-based care lead agency to publish on their respective websites biannual report containing specified information.

Minimum Age for Firearm Purchase or Transfer; Reduces minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm; removes exception.

Protection of Historic Monuments and Memorials ; Preempts all removal, damage to, or destruction of historic Florida monuments & memorials; provides that any existing or future ordinance, regulation, or rule to contrary, & certain actions by elected or appointed local government officials, are void; prohibits local governments from enacting or enforcing specified ordinances, regulations, or rules; provides penalties; requires DOS to withhold certain funding from local government; authorizes local government to temporarily remove & relocate monument or memorial in certain instances; authorizes Division of Historical Resources of DOS to request certain recommendations from Florida Historical Commission & Department of Veterans' Affairs.

Out-of-home Placement Providers and Treatment Facilities; Requires DCF, DOH, APD, & AHCA to provide certain data to community-based care lead agencies on specified schedule; requires OPPAGA to conduct analysis of this state's capacity to care for high acuity children in out-of-home placements & treatment facilities; specifies requirements for analysis; requires office to submit to Legislature, by specified dates, initial & final reports of its findings & recommendations.

Recruitment and Retention of Speech-language Pathologists; Requires DOE to develop & maintain statewide strategic plan for recruitment & retention of speech-language pathologists & provision of quality services; provides requirements for such plan, DOE, school districts, & charter schools.

Communication Rights of Individuals with Disabilities; Provides that individuals with disability have right to communicate in their preferred manner; prohibits state agencies, schools, & health care providers from restricting or denying such individuals access to their preferred alternative communication method; specifies alternative communication methods recognized under act; specifies rights that individuals with disabilities have with respect to their communication needs; requires APD to adopt rules & develop certain training; provides requirements for training; establishes Communication Rights Advisory Board within agency for specified purpose; provides for membership & duties of board; provides for future repeal of board; requires agency to adopt procedures for reporting violations of specified provisions; provides for administrative penalties.

Commercial Construction ; Prohibiting a governmental entity from enforcing certain contract provisions for a public works project; requiring the Florida Building Commission to adopt by rule a uniform commercial building permit application for a specified purpose by a specified date; requiring the commission to adopt by rule additional trade-specific permit application forms for certain trades; requiring a local enforcement agency to use and accept the applications and forms adopted by the commission; requiring local enforcement agencies to adopt substantially similar forms for a certain purpose; requiring permit fees that are imposed by a local enforcement agency to be limited to the actual and reasonable costs incurred in reviewing, processing, and administering the permit; requiring a local jurisdiction to include a certain reduction in permit fees on its schedule of fees posted on its website; prohibiting the local jurisdiction from charging fees for plans review services under certain circumstances; requiring the local enforcement agency to reduce the permit fee by specified percentages for an owner or a contractor who retains a private provider for specified purposes.

Community Association Management; Requires community association managers & community association firms to obtain specified amount of insurance; provides for revocation of community association manager's license; barring community association manager from being licensed; requires certain community associations to contract with community association management firm; requires community association firm to possess all applicable licenses; provides that association board members, officers, & directors have duty to ensure such community association firm or community association manager is properly licensed; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements; provides that timeshare management firms & licensed individuals employed by timeshare management firms are only subject to certain licensing & disciplinary requirements unless certain provisions expressly apply; provides that certain other accommodations managed by timeshare management firm or licensed individual are governed under specified provisions of law; provides for priority of application in case of conflict.

Use of Professional Nursing Titles; Authorizes persons who hold specified degrees to use certain titles & abbreviations; requires certain doctoral degree holders to specify their profession when using specified title.
