Interstate-Mobility and Universal-Recognition Occupational Licensing Act; Requires agencies, boards, departments to issue occupational license or government certification to persons; authorizes such entities to require person to pass specified examination; provides exceptions; authorizes Governor to take actions relating to occupational licenses during declared states of emergency; requires Department of Veterans Affairs to create one-stop online portal system for certain purpose; requires DBPR & DOH to use such system to verify certain credentials.

Energy Regulation; Requires determinations on building new energy generating facilities to take certain factors into consideration; prohibits local governmental entities from requiring or prohibiting certain building materials, vehicles, or home heating elements; authorizes local governmental entities to adopt bid specifications for public works projects that take energy savings or production into consideration; prohibits adoption or enforcement of certain state & regional programs to regulate greenhouse gas emissions without specific legislative authorization.

Pub. Rec./Reform School Abuse Victims; Provides an exemption from public records requirements for personal identifying information in applications submitted to DOS by persons seeking certification as victims of Florida reform school abuse; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Victims of Reform School Abuse; Requires person seeking certification as victim of Florida reform school abuse to apply to DOS by specified date; authorizes specified persons to apply on behalf of decedent; requires DOS to review & process completed application within certain timeframe; prohibits DOS from denying an application for specified reasons; requires DOS to submit list of certified victims to Legislature; provides exceptions from specified requirements for crime victim compensation eligibility for victims.

Minimum Age for Firearm Purchase or Transfer; Reducing minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm.

Recall of County Officers and Commissioners; Proposes amendment to State Constitution to authorize Legislature to provide by general law for recall of county officers & commissioners.

Recall of County Commissioners; Provides that members of governing body of noncharter county may be removed from office by electors of county.

AMIkids, Inc.; Authorizes DJJ, DOE & DCF to contract with AMIkids, Inc., for specified services.

State Recognition of Indian Tribes and Bands; Provides for state recognition of specified Indian tribes & bands.

Department of Highway Safety and Motor Vehicles; Revises provisions relating to powers & duties of DHSMV; licenses & fuel tax decals; crash reports; motor vehicle air pollution control equipment; owners & drivers of commercial motor vehicles; certificates of title; transfer of ownership of motor vehicles or mobile homes; damaged or dismantled vessels; registration of rental trucks; license plates; enforcement of federal provisions; driver licenses and ID cards of sexual offenders and sexual predators; Commercial Driver's License Drug & Alcohol Clearinghouse; & noncancelable motor vehicle insurance.
