Juvenile Justice; Requiring that the secretary of the Department of Juvenile Justice oversee the establishment of the Florida Scholars Academy; requiring the academy to provide students with greater access to secondary and postsecondary educational opportunities; specifying that the academy is a component of the delivery of public education within Florida’s Early Learning-20 education system; requiring the department to provide early notice to school districts regarding the siting of new juvenile justice detention facilities, etc. APPROPRIATION: $12,000,000
Sheriffs Providing Child Protective Investigative Services; Removes provisions of law relating to sheriffs of certain counties providing child protective investigative services; requires sheriffs to transfer its CPI service functions to DCF; specifies which entity becomes custodian of files & documents; provides requirements for all grants & grant-related assets; authorizes DCF to extend private leases; authorizes DCF & sheriffs to enter into specified agreement; authorizes employees to transfer their employment to DCF; requires DCF to establish positions for such employees; provides benefits to employees who transfer their employment to DCF; requiring that the defense and indemnification of certain claims be in accordance with certain agreements, etc.
OGSR/Security and Firesafety System Plans; Removes scheduled repeal of exemption from public records requirements for certain security or firesafety system plans; repeals provisions relating to security & firesafety systems; removes scheduled repeal of exemption from public meetings requirements for portion of meeting that would reveal security or firesafety system plan or portion thereof.
Ethics Requirements for Public Officials; Requiring candidates for specified elective offices to file a full and public disclosure at the time of qualifying; requiring commissioners of community redevelopment agencies to complete annual ethics training; requiring specified local officers and members of the Commission on Ethics to file full and public disclosures; deleting a prohibition on including a federal income tax return or copy thereof in a financial disclosure; increasing the maximum civil penalty allowed for certain violations related to statements of financial disclosure, etc.
Missing Persons; Revising provisions concerning missing children and adults to include references to the National Missing and Unidentified Persons System, etc.
OGSR/Mobile Suspicious Activity Reporting Tool; Expanding exemptions from public records requirements for the identity of a reporting party and any information received through the mobile suspicious activity reporting tool to include such information held by the Department of Education; providing for retroactivity of the exemption; providing for future legislative review and repeal; providing statements of public necessity, etc.
Emergency Communications; Renaming the E911 Board as the Emergency Communications Board; authorizing the board to establish schedules for implementing certain NG911 systems and improvements; revising the composition of a committee that reviews requests for proposals from the board regarding independent accounting firm selections; extending the date by which the Division of Telecommunications within the Department of Management Services must develop a plan to upgrade 911 public safety answering points, etc.
Public Records/Protection from Discrimination Based on Health Care Choices; Providing an exemption from public records requirements for certain information held by the Department of Legal Affairs or the Department of Health relating to complaints or investigations regarding violations of provisions protecting from discrimination based on health care choices; authorizing the disclosure of such information under certain circumstances; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Records Electronically Filed with the Department of State; Authorizing the department to implement certain systems relating to electronically filed records; providing requirements and authorizations for the department relating to such systems, etc.
Florida Virtual School; Provides flexibility in administration for specified assessments for FLVS full-time students of military families residing outside this state; provides requirements for such students, FLVS, & DOE.
Public Records/Photograph or Video or Audio Recording of the Killing of a Minor/Autopsy Reports of Minors; Creating an exemption from public records requirements for a photograph or video or audio recording of the killing of a minor, with exceptions; creating the "Rex and Brody Act"; creating an exemption from public records requirements for autopsy reports of minors whose deaths were related to acts of domestic violence; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Property Owners' Right to Install, Display, and Store Items; Authorizes condominium unit owners to display certain flags on Patriot Day; authorizes homeowners to display certain number of specified flags regardless of certain prohibitions in governing documents of homeowners' association; defines "first responder flag"; prohibits homeowners' associations from restricting parcel owners & their tenants from installing, displaying, or storing items on parcels; provides exceptions; prohibits certain homeowners' association documents from precluding property owners from displaying certain number of specified flags; requires that such flags be displayed in specified manner.
