Circuit Court Judges; Increasing the number of circuit judges in certain judicial circuits; specifying that the judicial offices created under the act be filled by gubernatorial appointment, etc.

Motor Vehicle Rentals; Revising the applicability of the rental car surcharge; imposing the surcharge on certain motor vehicle leases or rentals by a peer-to-peer car-sharing program; specifying motor vehicle insurance requirements for shared vehicles on a peer-to-peer car-sharing program; requiring a peer-to-peer car-sharing program to assume specified liability of a shared vehicle owner; requiring a shared vehicle owner’s insurer to indemnify the peer-to-peer car-sharing program under certain circumstances, etc.
Public Records/Complaints Related to Discrimination Based on Height or Weight; Providing an exemption from public records requirements for complaints in the custody of any agency related to discrimination based on height or weight; providing an exemption from public records requirements for complaints in the custody of any unit of local government related to discrimination based on height or weight; providing a statement of public necessity, etc.
Specialty Contracting; Authorizes specialty contracting for commercial or residential swimming pools, hot tubs, and spas by certain persons under the supervision of specified licensed contractors; provides that such supervision does not require a direct contract between specified persons or for a person to be an employee of specified certified or registered contractors.
Customer Service Standards for State Agencies; Requires departments within executive branch of state government to implement certain measures with respect to telephone calls placed by customers.
Workers' Compensation Benefits For Correctional Officers; Provides that posttraumatic stress disorder suffered by certain correctional officers is occupational disease compensable by workers' compensation benefits; specifies certain benefits do not require physical injury & are not subject to certain apportionment or limitations; provides time for notice of injury or death; requires employing agency to provide specified mental health training.
Free Trade Agreement Between the United States and the United Kingdom; Commending Congress for granting trade promotion authority to the executive branch, urging the executive branch to negotiate a comprehensive and mutually beneficial free trade agreement between the United States and the United Kingdom, and urging Congress to ratify such agreement, etc.
Special Risk Class of the Florida Retirement System; Adds certain pilots & registered nurses to Special Risk Class beginning on specified date; provides declaration of important state interest.
Agreement Among the States to Elect the President by National Popular Vote; Provides for enactment of Agreement Among States to Elect President by National Popular Vote; provides method by which state may become member state; requires statewide popular election for President & Vice President of U.S.; establishes procedure for appointing presidential electors in member states; provides that agreement becomes effective upon occurrence of specified actions; provides for withdrawal of member state; requires notification of member states when agreement takes effect in nonmember state or when member state withdraws from agreement.
Trust Funds/Re-creation/Triumph Gulf Coast Trust Fund/DEO; Re-creates Triumph Gulf Coast Trust Fund within DEO without modification; removes provision relating to termination of trust fund.
