Vessels; Specifying that the Fish and Wildlife Conservation Commission’s authorization to establish protection zones includes modifying the allowable means of certain vessel positioning to prevent significant harm to certain springs; prohibiting an officer from performing a vessel stop or boarding a vessel without probable cause; requiring the commission, in coordination with the Department of Highway Safety and Motor Vehicles, to create the “Florida Freedom Boater” safety inspection decal for specified purposes; creating the “Watercraft Energy Source Freedom Act”, etc.
Department of Agriculture and Consumer Services; Providing that certain positions in the department are exempt from the Career Service System; prohibiting a person from knowingly or willfully performing certain actions on lands classified as agricultural; requiring that certain lands acquired or owned by an electric utility by a certain date be offered for fee simple acquisition by the department before the land may be offered for sale or transfer to a private individual or entity; requiring local governmental entities to issue permits for electric vehicle charging stations based on specified standards and provisions of law; requiring, subject to appropriation of funds, the Cattle Enhancement Board, Inc., in coordination with the department, to establish a Florida beef marketing program, etc.
Trust Funds for Wildlife Management; Revising the uses of the Grants and Donations Trust Fund; deleting the requirement that the commission designate an identifiable unit to administer the Nongame Wildlife Trust Fund; authorizing the commission to use the proceeds from the trust fund for law enforcement; authorizing the commission to enter into specified agreements with private landowners, etc.
Bonuses for Employees of Property Appraisers; Authorizes specified property appraisers to budget for & pay specified bonuses to employees, pending specified approval.
Amendments to the State Constitution; Revises provisions relating to amendments to State Constitution including initiative petitions; handling petitions; sponsor & petition circulator registration; signature verification procedures; signature revocation; record retention; duties & responsibilities of supervisors of elections, Division of Elections, & DOS; Financial Impact Estimating Conference; certification of elections involving constitutional amendments; public funding; & criminal penalties.
Electronic Delivery of Notices Between Landlords and Tenants; Authorizes landlord or tenant to electronically deliver notices to other party if certain conditions are met; requires addendum to rental agreement to be in specified form; authorizes party to revoke his or her agreement to electronic delivery without invalidating notices previously sent by e-mail; specifies when such revocation takes effect; authorizes party to update his or her e-mail address; specifies when such update takes effect; provides that notice delivered by e-mail is deemed delivered at time e-mail is sent; provides exception; requires sender of e-mail to maintain certain information.
OGSR/Financial Technology Sandbox Applications/OFR; Removes scheduled repeal of exemption from public records requirements for certain information held by Office of Financial Regulation in Financial Technology Sandbox applications.
Florida Trust Code; Specifies circumstances in which Attorney General has exclusive authority to represent certain interests relating to charitable trust having its principal place of administration in this state; prohibits certain public officers of another state from asserting such rights.
Diabetes Management in Schools; Authorizes school district or public school to acquire & maintain supply of undesignated glucagon; requires that undesignated glucagon be stored in secure location that is immediately accessible; authorizes school district or public school to enter into arrangements with manufacturer or supplier to obtain glucagon free of charge or at fair market or reduced price; authorizes school district or public school to accept donated or transferred glucagon that meets certain requirements; authorizes school district or public school to obtain monetary donations or apply for grants to purchase glucagon; authorizes school district or public school to request prescription for glucagon from county health department; authorizes licensed health care practitioner to prescribe glucagon in name of school district or public school; authorizes licensed pharmacist to dispense glucagon pursuant to such prescription; requires participating school to make available undesignated glucagon to be administered as ordered in student's diabetes medical management plan or health care practitioner's orders; requires employee to call for emergency assistance & provide parental notification after administration of glucagon; requires State Board of Education to adopt rules; provides certain persons & entities with immunity from civil & criminal liability.
Surrendered Infants ; Revises definition of "infant"; defines "infant safety device"; authorizes certain hospitals, EMS stations, & fire stations to use infant safety devices to accept surrendered infants if device meets specified criteria; requires such hospitals, EMS stations, & fire stations to monitor inside of device 24 hours per day & physically check & test devices at specified intervals; provides additional requirements for certain fire stations using such devices.
Service of Process; Expands hours during which registered agents are required to keep designated registered office; specifies that certain registered agents may be served process in specified manner; authorizes service of process by personally serving receiver for specified domestic entities in receivership during pendency of receivership; requires that certain substituted service of process be issued in name of party to be served in care of SOS; authorizes use of specified substituted service method; provides that SOS & DOS are not parties to lawsuits & may not be served additional court filings by reason of specified substituted service; authorizes substituted service on SOS in specified circumstances; provides retroactive application.
Leaving the Scene of a Crash Involving Only Damage to Vehicle or Property; Authorizes court to order driver convicted of leaving scene of crash to make restitution for specified damage.
