Fee Waivers; Specifies that requirement for certain universities, colleges, career centers, & charter technical career centers to waive out-of-state fees for certain students applies to students who are undocumented for federal immigration purposes.
Health Care Autonomy; Establishes fundamental right to reproductive health care; provides that every individual has fundamental right to make autonomous decisions about individual's own reproductive health; provides that individuals who become pregnant have fundamental right to make certain decisions in exercise of such right; prohibits state from denying or interfering with individual's right to access reproductive health care; prohibits state & local law enforcement agencies & officials from harassing or discriminating against individual for providing or obtaining reproductive health care or assisting another person in doing so; prohibits such state & local entities from penalizing, prosecuting, or otherwise taking adverse action against individual for exercising specified rights, or against individual for assisting another in exercising such rights; provides individuals with immunity from civil liability for exercising specified rights or aiding or assisting another in exercising such rights; provides that fertilized egg, embryo, or fetus does not have independent rights under laws of this state; prohibits local units of government from regulating individual's ability to exercise right to reproductive health care in manner more restrictive than that set forth in specified provisions.
Office of Insurance Regulation; Providing that the Office of Insurance Regulation is responsible for all activities concerning entities under its jurisdiction; authorizing the Department of Financial Services and the office to issue and deliver cease and desist orders for certain activities; authorizing the department and the office to seek an injunction for enforcement of such order; removing a provision authorizing the Financial Services Commission to adopt the Market Conduct Examiners Handbook; requiring the Department of Law Enforcement to accept and process fingerprints taken of certain persons; requiring the Department of Law Enforcement and the Federal Bureau of Investigation to conduct certain background checks; authorizing the Department of Law Enforcement to exchange certain records with the office; requiring certain non-United States-based insurance holding company systems to file a group capital calculation report, etc.
Consultant Pharmacists ; Revises definition of "health care facility"; authorizes consultant pharmacists to provide medication management services in clinics owned by hospital or by one or more physicians who are employed by or contracted with hospital.
City of Winter Springs, Seminole County; Provides for five-member city commission, including mayor; provides that mayor is voting member of city commission; revises mayoral duties; provides for transition; requires referendum.
Medical Debt Protection and Comprehensive Health Care for Residents; Requires large health care facilities to develop written financial assistance policies; provides financial assistance eligibility criteria; provides billing & collections rules & prohibitions; prohibits information relating to medical debt from being included in consumer reports, communicated with & reported to consumer reporting agencies, & used for certain decisions; prohibits medical creditors & medical debt collectors from engaging in certain acts during health insurance appeals; limits interest on medical debt under certain circumstances; creates Florida Health Plan; provides eligibility for & coverage of plan; authorizes Florida Health Board to establish financial arrangements with other states & foreign countries; authorizes plan enrollees to choose certain health care providers to have primary care providers & access to care coordination; authorizes enrollees to see health care specialists without referral; requires board to secure repeals & waivers of certain provisions of federal law; provides that plan's responsibility for providing health care is secondary to existing federal programs; requires plan to collect health care costs from collateral sources; prohibits patient care from being affected by fee schedules & financial incentives; prohibits noninstitutional & institutional providers that accept payments from plan from billing patients; provides requirements for capital expenditures by noninstitutional & institutional providers which exceed specified amount; requires Secretary of Health Care Administration to designate health planning regions; provides considerations for such designations; provides requirements for regional planning boards; prohibits certain health insurance policies & contracts from being sold in this state on & after specified date.
Coverage for Orthotics and Prosthetics Services; Authorizes AHCA to authorize & pay for specified orthotics & prosthetics services for Medicaid recipients; requires agency to seek federal approval & amend contracts as necessary to implement act; requires individual health insurance policies; group, blanket, & franchise health insurance policies; & health maintenance contracts, respectively, to provide coverage for specified orthotics & prosthetics services; prohibits health insurers & health maintenance organizations from denying claims; requires health insurers & health maintenance organizations to submit annual reports of specified information to OIR.
Military Installations and Ranges; Provides duty of OLS; revises provisions relating to exchange of certain information between local governments & military installations & ranges; provides for prioritized scoring adjustment; requires department to consider certain factors in applying such adjustment; requires publication of such adjustment by specified date; requires DEM to coordinate interagency implementation & submit annual report to Governor & Legislature by specified date; provides for stakeholder coordination; authorizes rulemaking.
Pub. Rec./Office of Insurance Regulation; Creates privilege for documents, materials, & other information obtained by Commissioner of Insurance Regulation or National Association of Insurance Commissioners in course of examination or analysis; prohibits commissioner & certain persons from testifying in certain private civil actions; authorizes commissioner to share certain information under certain circumstances; provides for reciprocity; provides exemption from public records requirements for certain proprietary business information provided to OIR by insurer & certain biographical statements, biographical affidavits, & supplementary materials related thereto provided to or obtained by OIR; provides for future legislative review & repeal of privilege & exemptions; provides statements of public necessity.
City of Punta Gorda, Charlotte County; Provides boundaries of Punta Gorda Utility District; authorizes Charlotte County to assume responsibility for utility functions in lands outside district; authorizes City of Punta Gorda to continue to own & maintain assets outside district; requires city & county to enter into interlocal agreements for specified purposes; provides reporting requirements; requires city to continue to provide potable water & wastewater utility service to certain customers & to maintain potable water & wastewater utility service infrastructure; requires continuation of powers, duties, & obligations of district & city until transfer.
Pub. Rec. and Meetings/Space Florida; Provides exemption from public records & public meetings requirements for Space Florida; provides for future legislative review & repeal of exemption; provides statement of public necessity.
Homestead Tax Exemptions; Provides that repair & maintenance of specified property is not a change, addition, or improvement under certain circumstances; revises interest rate & penalty that applies to property owners who unlawfully received homestead exemption.
