Quality of Care in Nursing Homes; Reviving, reenacting, and amending a provision relating to consumer satisfaction surveys; requiring the Agency for Health Care Administration to develop user-friendly consumer satisfaction surveys for nursing home facilities; requiring medical directors of nursing home facilities to obtain, or to be in the process of obtaining, certain qualifications by a specified date; requiring nursing home facilities to conduct biennial patient safety culture surveys; requiring nursing home facilities that maintain certain electronic health records to make available certain data to the agency’s Florida Health Information Exchange program for a specified purpose; exempting nursing homes operated by state agencies from certain financial reporting requirements, etc.
Public Records/School Security Guards; Providing that certain information relating to school security guards held by the Department of Law Enforcement, a law enforcement agency, a school district, or a charter school is exempt from public records requirements; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Water Management Districts; Requiring the Commission on Ethics to investigate a lobbyist or principal who has made a prohibited expenditure and to provide the Governor with a report of its findings and recommendations regarding such investigation; requiring the South Florida Water Management District, in cooperation with the Department of Environmental Protection, to provide a detailed report that includes the total estimated remaining cost of implementation of the Everglades restoration comprehensive plan and the status of all performance indicators; authorizing the districts to levy certain ad valorem taxes on specified property for certain purposes, etc.
Trust Funds of the State Courts System; Terminating the Mediation and Arbitration Trust Fund; providing that the current balances in and revenues of the trust fund be transferred to the State Courts Revenue Trust Fund; requiring that the State Courts Revenue Trust Fund be used to pay any outstanding debts or obligations of the Mediation and Arbitration Trust Fund as soon as practicable; requiring the Chief Financial Officer to close out and remove the Mediation and Arbitration Trust Fund from the various state accounting and financial systems, using generally accepted accounting principles concerning assets, liabilities, and warrants outstanding, etc.

Educational Opportunities for Military Children; Requiring that strategies addressed in specified memoranda of agreement between school districts and military installations include the development and implementation of a specified training module; requiring the Department of Education to provide the training module to each district school board, etc.
Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.
Council on Social Status of Black Men and Boys; Establishes council within Florida Memorial University, rather than DLA; requires Florida Memorial University, rather than Office of Attorney General, to provide staff & administrative support to council; provides that council's meeting times are approved by president of Florida Memorial University, rather than Attorney General; provides that members of council may be reimbursed for certain expenses by Florida Memorial University, rather than DLA.
Education; Revises provisions relating to certain trainings & instruction, school district procedures & requirements relating to parental notification, classroom instruction, instructional materials, school personnel training, BOG reviews, state university performance-based incentives, required instruction, DEI program, & general education core courses; repeals provisions relating to personal titles; & revises provisions relating to educator preparation.
State Planning and Budgeting; Revising the purpose of long-range program plans; requiring that long-range program plans cover a specified timeframe and remain in effect until replaced or adjusted as provided by specified provisions; requiring state agencies, the judicial branch, and the Division of Administrative Hearings to submit legislative budget requests before a specified date in each odd-numbered year and by a specified date in each even-numbered year; requiring state agencies and the judicial branch to maintain performance measures, outcomes, and standards, etc.
