Patient Protection; Citing this act as the "Florida Patient Protection Act"; requiring health care facilities to implement staffing plans that comply with specified minimum staffing levels for direct care registered nurses; specifying minimum staffing levels for direct care registered nurses based on the hospital or clinical unit setting; prohibiting health care facilities from using video cameras or monitors as a substitute for direct observation and assessment by a direct care registered nurse; providing whistle-blower protections; prohibiting health care facilities from discriminating or retaliating against persons who, in good faith, initiate, file, or cooperate in an administrative or civil action against the facility, etc.
Use of Wireless Communications Devices in Schools; Requiring the Commissioner of Education to coordinate with school districts selected by the Department of Education to implement a policy for a specified school year prohibiting the use of cell phones while on school grounds or engaged in certain activities off school grounds; requiring the department to provide a report to the Legislature before a specified date; providing requirements for the report, etc.
Public Service Announcements by State Agencies; Citing this act as the “Public Resource Election Neutrality Act”; prohibiting state agencies from producing, disseminating, or funding certain public service announcements; prohibiting state agencies from using funds, resources, or personnel to influence, directly or indirectly, the outcome of statewide ballot initiatives; providing exceptions; providing that individuals who violate specified provisions may be subject to suspension, removal, or disciplinary action; authorizing the Legislature to reduce future appropriations to state agencies under specified conditions, etc.
Classroom Teacher Mental Health Care; Requires district school boards to provide classroom teachers with access to mental health services; provides requirements for such mental health services.
Limits on Property Insurance Rates Filed with the Office of Insurance Regulation; Limits rates filed by property insurers with OIR to specified percentage.
Sheltering or Aiding Unmarried Minors; Creating a presumption of knowledge upon proof that an unmarried minor has not attained 18 years of age for the purpose of unlawfully sheltering or aiding unmarried minors; providing a defense to unlawfully sheltering or aiding unmarried minors; increasing criminal penalties, etc.
Public Records/Expunged Criminal History Records; Providing for the effect of criminal history records ordered expunged; providing an exemption from public records requirements for criminal history records ordered expunged which are retained by the department; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Trust Funds/Comprehensive Health Care for Residents; Creates Florida Health Fund for Florida Health Plan; provides for administration of fund; provides for sources of funds & purpose; requires claims for health care services to be made to fund; provides for disbursement from fund; provides for accounts in fund; prohibits funds from being commingled with other moneys; requires necessary waivers, exemptions, agreements, & legislation to be obtained for federal payments for fund; provides for future review & termination or re-creation of fund; provides that Florida Health Plan's responsibility for providing health care is secondary to existing Federal Government programs if funding for these programs is not transferred to fund; requires collateral sources to pay to fund; provides duties of Florida Health Board relating to fund; provides applicability of Code of Ethics for Public Officers & Employees to employees & director of fund; provides duties of plan auditor relating to fund; provides appropriation. State Department Customer Service Standards; Requires state departments to employ callback queue system for customers who contact state departments by telephone.
Florida Commission on Human Relations; Deleting the requirement that the Florida Commission on Human Relations send certain information to certain persons by registered mail, etc.
Public Records/Sexual Assault Counselors; Providing an exemption from public records requirements for the personal identifying and location information of sexual assault counselors; providing for future legislative review and repeal of the exemption; providing for retroactive application; providing a statement of public necessity, etc.
