Reproductive Health Rights; Creating the "Protect Reproductive Options Act"; providing that every individual has a fundamental right to make autonomous decisions about the individual’s own reproductive health; providing that individuals who become pregnant have a fundamental right to make certain decisions in exercise of such right, etc.
Public Postsecondary Education; Requiring the State Board of Education to ensure that Florida College System institutions are free from undue government influence and interference; requiring the Board of Governors to ensure that state universities are free from undue government influence and interference; deleting a provision prohibiting the Board of Governors from shielding students, faculty, and staff from free speech protected under the First Amendment to the United States Constitution, Article I of the State Constitution, or a specified law, etc.
Solar Facilities; Defining the terms “agricultural land” and “decommissioned”; authorizing a county to adopt an ordinance requiring that certain solar facilities be properly decommissioned under certain circumstances; deleting a provision providing that a solar facility is a permitted use in certain land use categories and zoning districts and is subject to compliance with certain requirements; deleting a provision exempting solar facility substations from the electric substations for which local governments may adopt and enforce certain land development regulations, etc.
Transportation Concurrency; Revising facilities required to be identified in the capital improvements element of a comprehensive plan that imposes transportation concurrency, etc.
Evidence of Damages to Prove Medical Expenses in Personal Injury or Wrongful Death Actions; Providing evidence that is admissible to demonstrate past and future medical expenses in personal injury and wrongful death actions, etc.
Education on Abusive Head Trauma; Requiring the Department of Health to adopt evidence-based parent education materials that describe the dangers of abusive head trauma, including shaken baby syndrome; requiring the department to implement a multi-year phase-in plan for the distribution of the parent education materials, etc.
Litigation Financing; Citing this act as the “Litigation Investment Safeguards and Transparency Act”; requiring courts to consider potential conflicts of interest which may arise from the existence of a litigation financing agreement in specified circumstances; requiring certain disclosures related to litigation financing agreements and the involvement of foreign persons, foreign principals, or sovereign wealth funds; providing that a litigation financing agreement is void and unenforceable in specified circumstances, etc.
Local Business Taxes; Requiring the Auditor General to contact certain local governments; authorizing specified entities to continue to levy a certain tax; revising the conditions imposed on taxing authorities governing the levy of a specified tax; prohibiting certain municipalities from reclassifying businesses, professions, or occupations or establishing new rate structures, etc.
Educational Choice; Requiring, rather than authorizing, a school district to use specified reports and plans of care to complete a matrix of services for a nonpublic school student without an individual education plan; revising the instructional materials for which Florida Tax Credit Scholarship Program funds may be used; providing requirements for a home education instructional program; revising the tutoring programs for which such scholarship program funds may be used; revising a date by which parents may apply to renew their students’ scholarships, etc.
Student Data; Requiring a district school board to ensure that all contracts between the school district and a third-party entity contain a specified provision; requiring a district school board to publish on its website any portion of a new or existing agreement made with a third-party entity relating to student data collection or dissemination; requiring a third-party entity that violates a specified provision to have its contract terminated within a specified timeframe, etc.
Parental Rights; Requiring parental consent for a minor’s treatment for certain diseases; requiring a school district to provide parents with specified information before the district administers certain questionnaires or forms to students; revising exceptions for certain parental rights; creating the parental right to consent in writing to the use of a biofeedback device on a parent’s minor child, etc.
Assault Weapons and Large-capacity Magazines; Prohibiting the sale or transfer of an assault weapon or a large-capacity magazine; prohibiting possession of an assault weapon or a large-capacity magazine; providing criminal penalties; providing conditions for continued possession of such weapons or large-capacity magazines, etc.
