Aging and Disability Services ; Revising requirements for Medicaid recipients to receive an offer for enrollment for long-term care services; requiring the Department of Elderly Affairs to maintain a statewide pre-enrollment list for certain services; providing that the initial assessment of an enrollee shall be reviewed or performed by the Comprehensive Assessment and Review for Long-term Care Services program; revising provisions relating to intermediate measures taken against an area agency on aging; providing requirements for the procurement of commodities or contractual services by area agencies on aging; limiting the salary of the chief executive officer and executive director of an area agency on aging; requiring the department to impose certain penalties; authorizing an area agency on aging to directly provide core services under certain circumstances; authorizing aging and disability resource centers to place certain clients on and release certain clients from pre-enrollment lists; requiring the clerk to disclose confidential information to the department under certain circumstances; requiring the department to provide specified records to the Legislature by a specified date, etc.
Protected Cell Captive Insurance Companies; Specifying that a protected cell captive insurance company may only insure certain risks; revising the unimpaired paid-in capital requirements for captive insurance companies; authorizing one or more sponsors to form a protected cell captive insurance company; requiring applicant protected cell captive insurance companies to file certain information with the Office of Insurance Regulation; authorizing protected cell captive insurance companies to establish and maintain certain protected cells, subject to certain approvals granted by the office, etc.
Florida Virtual School; Deleting provisions relating to the Florida Virtual School giving priority to certain students; providing that the board of trustees may use supplemental funding sources to develop a state-of-the-art technology-based education delivery system; authorizing the Florida Virtual School to accrue supplemental revenue from direct-support organizations; revising which entities review and approve expenditures, etc.
Requirements for a Standard High School Diploma; Provides that completion of 2 years of marching band satisfies both physical education & performing arts requirements for standard high school diploma & that students with disabilities may participate in Special Olympics to meet physical education requirement for standard high school diploma.
Faith-based Content in Batterers' Intervention Programs; Specifies that batterers' intervention programs may include faith-based activities, but may not require participation in such activities.
Foreign Influence; Defines the terms "designated foreign terrorist organization" and "foreign country of concern"; provides penalties for specified persons who solicit or accept anything of value from persons or entities representing a designated foreign terrorist organization or a foreign country of concern; requiring the Commission on Ethics to adopt certain rules by a specified date; authorizes any appropriate tax collector to revoke or refuse to renew business tax receipts of specified individuals, businesses, or entities; prohibits certain activities encouraging affiliations with foreign countries of concern; requires the Department of Commerce to publish and update certain information on its website; deleting the Florida-China Institute from the list of linkage institutes; authorizes the Governor to suspend certain laws or rules relating to Cuba for a specified period under certain circumstances, etc.
Data Centers; Specifying that local governments maintain authority to exercise power and responsibility over comprehensive planning and land development regulations relating to large load customers; requiring public utilities to provide certain minimum tariff and service requirements for large load customers; prohibiting the governing board of a water management district or the Department of Environmental Protection from issuing a permit for the consumptive use of water to a large-scale data center under certain circumstances; requiring the Office of Program Policy Analysis and Government Accountability to contract for a study relating to the construction and operation of large-scale data centers, etc.
Local Land Planning and Development; Requiring each county and municipality, respectively, of a specified size to create and implement a program for the purpose of making development preapplication consultation services available at an applicant's request; limiting such preapplication consultation services to applications for certain permits; authorizing a county or municipality to use a qualified contractor or qualified contractor firm to fulfill specified preapplication services requirements; requiring a local government to establish a registry of a specified number of qualified contractors or qualified contractor firms to conduct certain preapplication services; prohibiting a qualified contractor or qualified contractor firm from having a conflict of interest; prohibiting a local government from creating, establishing, or applying any additional local procedure or condition for the administrative approval of a plat or replat which is inconsistent with specified provisions, etc.
Building Permits and Inspections; Providing for expiration of certain building permits issued by a county; requiring the Department of Management Services to enter into and maintain state term contracts for building code inspection services; providing that certain persons are not subject to discipline for performing a job without applicable permits and inspections if otherwise authorized by law; prohibiting the Department of Business and Professional Regulation from denying a building permit for certain residential manufactured buildings; prohibiting a local government from adopting or enforcing a certain zoning, land use, or development regulation that treats an offsite-constructed residential dwelling differently or more restrictively than certain dwellings in the same district; requiring local governments to exempt certain owners and contractors from requiring a building permit for the installation of temporary residential hurricane and flood protection walls or barriers that meet certain requirements; requiring a local government to make certain decisions relating to certain building permits within a specified timeframe; prohibiting an association or certain committees from requiring a building permit as a prerequisite for a certain review, etc.
Onsite Sewage Treatment and Disposal System Permits; Prohibits municipality or political subdivision of state from requiring owners & builders of certain residences to receive construction permits from DEP as condition of issuing building or plumbing permits; requires such owners & builders to provide certain proof to municipality or political subdivision.
Stormwater Treatment; Prohibiting certain stormwater treatment and net improvement activities; defining the term “regional stormwater management system”; requiring that the Department of Environmental Protection or a water management district require an applicant to provide certain documentation of adequate financial responsibility in order to meet certain requirements; authorizing water quality enhancement credits to be used by governmental entities to meet environmental resource permit stormwater treatment performance standards or achieve net improvement, pursuant to specified provisions, etc.
Foreign and Alien Bail Bond Insurers; Provides duties of certain foreign & alien bail bond insurers relating to reporting bail bond premiums to OIR, keeping records of considerations paid for bail bonds written by insurers, & disclosing certain information in financial statements filed with office.
