Sexual Offenses; Revising a criteria related to the reclassification of specified offenses; revising mandatory minimum sentences for certain sexual offenses by persons previously convicted of sexual offenses; increasing the criminal penalties for a person who is guilty of the use of a child in a sexual performance under certain circumstances; prohibiting a person from employing, authorizing, or inducing a child younger than 12 years of age to engage in a sexual performance; providing criminal penalties for a person transmitting child pornography to another person, etc.

HB 1075: Utilities

Utilities ; Requires municipalities that operate utility services to allow other municipalities & property owners outside its municipal boundaries to connect with & use its utility services under specified conditions; prohibits municipalities that operate utility services from denying such services based on specified criteria; requires municipalities to make certain determinations; provides for appeal of such determinations; provides that municipalities are not liable for such fees & costs under certain conditions; authorizes notices for rural electrical cooperative board of trustees meetings to be delivered by electronic mail; revises notice requirements for meetings during which elections will occur; requires board of trustees, beginning on specified date, to annually prepare list of cooperative members & to make list available for certain inspection; revises quorum requirements; revises requirements for rural electrical cooperative bylaws; requires appointment of election inspectors; authorizes rural electric cooperatives to conduct elections & membership votes through electronic voting; requires electronic voting to be authorized by resolution of board of trustees; provides for cooperative members to consent to & opt out of electronic voting; provides for cooperative members to petition board of trustees to adopt electronic voting.

Florida Civil Rights Act; Deleting the requirement that the Florida Commission on Human Relations send certain information to certain persons by registered mail; revising the timeframe when a civil action may be brought for violations of the act; providing that if the commission or the Equal Employment Opportunity Commission does not make a determination within a specified timeframe, the complainant may bring a civil action within a specified timeframe, etc.

HB 1211: Military Affairs

Military Affairs; Revises authorization to be granted leave of absence for military service to include Coast Guard; clarifies provision relating to leaves of absence for all state officers & employees for reserve or guard training; authorizes local governments to provide additional leave of absence for officers & employees for reserve or guard training; specifies that authorization for leave of absence for public officials & state employees to perform active military service for specified timeframe is based on single order; removes DMA positions from compulsory participation in SMS Class; provides that participation in such class for all other members employed within DMA is separately governed by specified provision; revises eligibility for Soldiers & Airmen Assistance Program to include traditional drilling guardsmen on state active duty or specified federal duty & their eligible beneficiaries demonstrating valid financial need; requires requests for assistance to be reviewed, processed, & approved by Florida National Guard Foundation's board of directors; requires requests for assistance to be reviewed & evaluated based on specified criteria; requires board to annually review bylaws that govern such program; requires board to provide report to DMA to be approved by Adjutant General.

Domestic Animals; Requires FDLE to post on its website specified information relating to individuals convicted of specified animal cruelty offenses; requires clerk of each court & county detention facility to provide FDLE with such information; requires pet dealers to disclose financing terms before sale of animals & provide copies of specified medical records to consumers; revises provisions relating to purchase, exchange, & return of animals; authorizes certain actions for contestation of veterinary expenses or demands of pet dealer for refund or exchange; provides for award of punitive damages; provides that certain violations constitute unfair method of competition or unfair or deceptive act or practice & subject to penalties; requires DBPR to post on its website certain best management practices & information related to selection of breeders, purchase of animals, & animal cruelty.
