School Safety; Revising parent, guardian, or caregiver notification requirements that must be met before an involuntary examination of a minor; requiring a principal or his or her designee who successfully notifies any known emergency contact to share only the information necessary to alert such contact that the parent or caregiver must be contacted; requiring codes of student conduct to include provisions relating to civil citation or similar prearrest diversion programs for specified purposes; revising training requirements for school safety officers, etc.
Alcoholic Beverage Licenses, Lake and Sumter Counties; Revises criteria for special alcoholic beverage licenses for certain entities operating within Lake & Sumter Counties; revises boundaries.
Utility and Communications Poles; Exempting certain rules adopted by the Public Service Commission from legislative ratification requirements; requiring the commission to regulate and enforce rates, charges, terms, and conditions for pole attachments under certain circumstances; providing situations under which a pole owner may deny access to the owner’s pole on a nondiscriminatory basis; requiring the commission to hear and resolve complaints concerning rates, charges, terms, conditions, voluntary agreements, and denial of access relative to pole attachments, etc.
Land Use and Development; Tolling and extending the expiration of specified consumptive use water permits and development permits and agreements during a natural emergency declared by the Governor; extending the time period for local governments to administer local incentive programs for projects within certain enterprise zone boundaries, etc.
Village of Wellington, Palm Beach County; Provides exception to general law; prohibits sale & use of fireworks located within Equestrian Preserve of Village of Wellington except under specified circumstances.
Home-based Businesses; Prohibiting local governments from taking certain actions relating to the licensure and regulation of home-based businesses; specifying conditions under which a business is considered a home-based business; authorizing home-based businesses to operate in areas zoned for residential use; specifying that home-based businesses are subject to certain business taxes; authorizing the prevailing party in such challenge to recover specified attorney fees and costs, etc.
Victims of Sexual Offenses; Requires county health departments to participate in sexual assault response teams coordinated by certified rape crisis centers; authorizes establishment of teams by certified rape crisis centers; provides for duties & membership of sexual assault response teams; requires FL Council Against Sexual Violence to provide specified technical assistance; requires sexual assault response teams to promote & support use of sexual assault forensic examiners meeting certain requirements; requires Criminal Justice Standards & Training Commission to establish minimum standards for basic skills & continued education training programs for law enforcement officers that include specified response to sexual assault; provides requirements for courses & law enforcement officers; requires officer's certification to be placed on inactive status for failure to complete certain training.
Relief From Burdens on Real Property Rights; Revises notice of claim requirements for property owners; creates presumption that settlement offers protect public interest; specifies property owners retain option to have court determine awards of compensation; authorizes property owners to bring claims against governmental entities in certain circumstances; provides property owners are not required to submit formal development applications or proceed through formal application processes to bring claims in specified circumstances.
Barber Services; Authorizes barber to shampoo, cut, or arrange hair in location other than registered barbershop without specified arrangements.
Public Records; Prohibits county recorder from removing grantor, grantee, or party name from register of Official Records & index under certain conditions; prescribes requirements for person claiming public records exemption; authorizes release of restricted information to certain entities whose information was removed; authorizes disclosure of exempt information to specified parties; provides criminal penalties; requires that request to maintain exempt status be notarized; prescribes procedures for removal of exempt information; provides that exempt status of home address contained in Official Records is maintained only during certain period; prescribes procedures to release protected decedent's removed information; requires daily schedule of deeds & conveyances to include notification of any information therein which is subject to request for removal.

Rec./Trade Secrets; Providing an exemption from public records requirements for a trade secret held by an agency; providing that an agency employee is not liable for the release of certain records; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
