Korematsu-Takai Civil Liberties Protection Act of 2021 This bill modifies the detention authority of the United States. Specifically, it prohibits detention or imprisonment based solely on an actual or perceived protected characteristic of an individual. A protected characteristic includes each of the following: race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, and any additional characteristic that the Department of Justice determines to be a protected characteristic.

Japanese American Confinement Education Act This bill establishes a museum program on the historical importance of Japanese American confinement during World War II and permanently reauthorizes the Japanese American Confinement Sites preservation program. The bill directs the Department of the Interior to establish a program of grants to a Japanese American museum to educate individuals in the United States on the historical importance of such confinement and the commitment of the United States to equal justice.

Assuring Regular Consultation To Have Indigenous Voices Effectively Solicited Act This bill establishes requirements for tribal consultation prior to the sale or transfer of certain federal civilian real property. Federal civilian real property generally refers to federal real property assets, including public buildings, occupied and improved grounds, leased space, or other physical structures under the custody and control of a federal agency. Specifically, a federal agency must consult with tribal governments prior to the sale or transfer of certain federal civilian real property if the proposed sale or transfer would affect a tribe's access to federal agency services. Further, the bill prohibits the property from being sold or transferred if the sale or transfer would substantially reduce or eliminate a tribe's access to these services.

This resolution condemns and denounces all forms of anti-Asian sentiment, including those related to COVID-19 (i.e., coronavirus disease 2019), and calls on federal law enforcement officials, working with state and local agencies, to take specified steps. The resolution calls on federal officials to expeditiously investigate and document all credible reports of hate crimes, harassment, bullying, and threats against the Asian American and Pacific Islander communities; the Attorney General to work with state and local agencies and Asian American and Pacific Islander community-based organizations to prevent discrimination and to expand culturally competent and linguistically appropriate education campaigns on public reporting of hate crimes; and the Department of Health and Human Services to issue guidance describing best practices to mitigate racially discriminatory language in describing the pandemic. The resolution recommits the United States to serving as a model for the world in building a more inclusive, diverse, and tolerant society by (1) prioritizing language access and inclusivity in communication practices, and (2) combating misinformation and discrimination that puts Asian Americans and Pacific Islanders at risk.

This resolution celebrates the successes and contributions of Latinas in the United States and recognizes the changes still to be made to ensure that Latinas can realize their full potential as equal members of society.

This resolution celebrates the successes of American Indian, Alaska Native, and Native Hawaiian women and the contributions they have made in the United States. The resolution also recognizes the importance of supporting equity, providing safety, and upholding the interests of these women.

This resolution designates March 2021 as National Women's History Month. The resolution also recognizes the celebration of such month as a time to reflect on the contributions that women have made to the United States.

Keeping Our Manufacturers from Being Unfairly taxed while Championing Health Act or KOMBUCHA This bill modifies the definition of brewer for purposes of the alcohol excise tax to exempt kombucha from such tax.

Roadless Area Conservation Act of 2021 This bill bars the Department of Agriculture from allowing the construction of roads, the reconstruction of roads, or logging in an inventoried roadless area where those activities are prohibited by the Roadless Rule (i.e., certain federal regulations relating to roadless area management).

This bill requires the Department of Transportation (DOT), at the request of a project sponsor, to provide an additional 30% of total projects costs for any project in the full funding grant agreement stage of the fixed guideway capital investment grant program. DOT must allow a project sponsor to defer payment of the non-federal share for projects that receive additionally funding in accordance with the bill. Additionally, the federal share payable of the costs of a project that receives additional funding may not exceed 80%.
