This resolution (1) commits to advancing policies that will end roadway fatalities by 2050, and (2) calls on Congress and the Department of Transportation to commit to working together to achieve zero roadway fatalities by the year 2050.
Fair Sugar Policy Act of 20 21 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.
Women's Retirement Protection Act This bill modifies the requirements for employer-sponsored pension plans to (1) extend spousal consent requirements that currently apply to defined benefit pension plans to defined contribution pension plans; and (2) allow certain long-term, part-time workers to participate in pension plans that include either a qualified cash or deferred arrangement or a salary reduction agreement. Financial product or service providers who sell retirement financial products or services must provide purchasers of their products or services an easily accessible link to the website of the Consumer Financial Protection Bureau to obtain information relating to retirement planning or later life economic security. The Women's Bureau of the Department of Labor shall award grants to certain community-based organizations to (1) improve the financial literacy of women who are working age or in retirement, and (2) assist low-income women and survivors of domestic violence in obtaining qualified domestic relations orders and the benefits they are entitled to through the orders.
Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.
Uyghur Forced Labor Prevention Act This bill imposes importation limits on goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region, and imposes sanctions related to such forced labor. The Department of Homeland Security shall report to Congress a strategy for preventing the importation of goods produced in China using forced labor. The strategy must contain certain information, including a list of entities working with the government in Xinjiang to move forced labor or Uyghurs, Kazakhs, Kyrgyz, or members of other persecuted groups out of Xinjiang. The U.S. Customs and Border Protection shall generally presume that goods produced by these entities and certain other entities, generally those sourcing material from Xinjiang or involved with Chinese government forced labor programs, are barred from importation into the United States. The bill also expands existing asset- and visa-blocking sanctions related to Xinjiang to cover foreign individuals and entities responsible for serious human rights abuses in connection with forced labor. The Department of State shall report to Congress a strategy to enhance international awareness of forced labor in Xinjiang and to address such forced labor.
Chai Suthammanont Remembrance Act of 2021 This bill requires federal agencies to develop and disclose safety plans that contain certain information for on-site employees and contractors during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires each agency to post a safety plan on its website that includes descriptions of (1) the personal protective equipment that the agency will provide to its on-site employees and contractors; (2) protections for employees whose work requires them to travel off-site; (3) testing, contact-tracing, and vaccination protocols; and (4) protocols that ensure the continuity of operations in the event it is necessary to reverse on-site requirements. Each agency's Office of the Inspector General must report on whether the agency has published and implemented its safety plan.
Supporting Our Direct Care Workforce and Family Caregivers Act This bill requires the Department of Health and Human Services (HHS) to set up a national technical assistance center and grant program to support the direct care workforce and family caregivers. HHS must consult with the Department of Labor, the Department of Education, and the Centers for Medicare & Medicaid Services on these efforts. Specifically, HHS must establish a national technical assistance center to develop recommendations for curricula to educate and train direct care workers and family caregivers, disseminate strategies to strengthen the direct care workforce, and carry out related activities. Additionally, HHS must award grants for recruiting, training, and retaining direct care workers and supporting family caregivers. Eligible grantees include state and tribal governments, certain labor unions and employers, institutions of higher education, and other nonprofits, as well as partnerships of such entities. Grant recipients must agree to consult with the state Medicaid agency unless that agency receives the grant directly or as part of a partnership.
3D Printed Gun Safety Act of 2021 This bill makes it unlawful to intentionally publish digital instructions for programming a three-dimensional printer to make a firearm.
Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.
Therapeutic Fraud Prevention Act of 20 21 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.
