Payment Integrity Act

Maddy summaryThe Payment Integrity Act (S 3862) requires state agencies managing child care funds to pay providers based on verified child attendance - not just enrollment - using attendance records or similar methods. It directly affects child care providers and state lead agencies administering federal child care grants. The bill adds a new requirement that payments must be tied to actual service delivery, prohibiting pre-payment before care is provided. These changes aim to ensure taxpayer funds are only used for verified child care services. The legislation amends existing child care funding rules without altering eligibility or funding levels.

SAT Streamlining Act

Maddy summaryThe SAT Streamlining Act establishes new processing timelines for the Federal Communications Commission (FCC) to review satellite and telecommunications licenses and market access applications. It sets specific deadlines for the FCC to act (e.g., 1 year for license applications, 90 days for minor modifications) and creates a "deemed granted" provision if deadlines are missed. The bill also includes provisions for emergency grants during national security or safety concerns, requires national security reviews for certain foreign-owned entities, and prohibits state and local governments from regulating rates for satellite services. This legislation directly affects satellite operators, telecommunications companies, and the FCC, aiming to streamline processes while maintaining national security oversight.

A resolution condemning the Government of Iran for its suppression of the right of Iranians to peacefully assemble.

Maddy summarySRES 606 is a U.S. Senate resolution condemning the Iranian government for violently suppressing peaceful protests and the right to assemble, which has resulted in at least 6,126 reported deaths and 41,800 arrests since December 2025. It highlights Iran's use of internet blackouts, extrajudicial killings, arbitrary detentions, and censorship to crush nationwide demonstrations sparked by economic hardship. The resolution calls on Iran to hold free elections, allow citizens to determine their future, and hold human rights violators accountable, while commending protesters' courage. As a symbolic resolution (not a law), it expresses the Senate's stance without imposing new legal requirements.

Community Bank Relief Act

Maddy summaryS 3849, the Community Bank Relief Act, adjusts fee limits for payment card transactions to keep pace with inflation, directly affecting community banks that process debit and credit card payments. It amends federal law to require annual adjustments to the maximum fee banks can charge for these transactions, starting July 2026, using the Consumer Price Index (CPI) from October of each year. The first adjustment uses the difference between October 2025 and October 2009 CPI values, with subsequent annual adjustments tied to the October CPI increase. This change aims to prevent fee limits from losing value over time due to inflation. The bill does not create new fees or alter bank obligations beyond this automatic adjustment mechanism.

United States Legal Gold and Mining Partnership Act

Maddy summaryThe United States Legal Gold and Mining Partnership Act establishes a comprehensive strategy to combat illicit gold mining in the Western Hemisphere, particularly focusing on artisanal and small-scale mining (ASM) operations in countries like Colombia, Ecuador, Peru, and Venezuela. The strategy requires the Secretary of State to coordinate with federal agencies and international partners to disrupt linkages between gold mining and criminal organizations, promote responsible sourcing practices, and support miners in transitioning to formal, environmentally sustainable operations. Key provisions include developing public-private partnerships to build traceable gold supply chains, requiring classified briefings on Venezuela's illicit gold trade with foreign governments, and amending financial regulations to better identify money laundering related to gold transactions. The bill aims to address environmental damage from mercury use, human rights abuses, and the financing of criminal organizations through illicit gold mining activities.

GUARD Act

Maddy summaryThe GUARD Act allows state, local, and tribal law enforcement agencies to use existing federal grant funds to investigate elder financial fraud (targeting elderly or disabled individuals), "pig butchering" scams (where victims are tricked into investing in fake crypto schemes), and general financial fraud. It requires agencies to hire specialized staff, use technology tools for tracking scams, and report annually on how funds were used and their impact on fraud statistics. The bill also mandates two key federal reports: one to Congress on scam trends and enforcement actions, and another detailing annual consumer losses and government spending on fraud prevention. These provisions aim to improve coordination between law enforcement, financial institutions, and federal agencies to combat evolving fraud schemes.

Drone Espionage Act

Maddy summaryThe Drone Espionage Act (S 1809) amends existing law to explicitly include video recordings alongside photographs in the prohibition against taking or transmitting defense information. This technical update to Title 18, U.S. Code, Section 793 clarifies that video footage of defense-related information - such as from drones or other devices - falls under espionage laws, just like photographic images. The bill directly affects individuals or entities recording defense information via video, expanding the scope of prohibited activities under current espionage statutes. It does not create new penalties but ensures modern recording methods are covered by existing legal protections.

SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

No Climate Treaties Act of 2026

Maddy summaryThis bill requires the U.S. Senate to provide advice and consent for any international climate agreement that involves legally binding domestic emissions reductions (like the Paris Agreement), treating such agreements as treaties under the Constitution. It directly affects the executive branch and federal agencies by blocking the use of federal funds to implement or comply with these agreements unless Senate approval is first obtained. The key mechanism is changing the process for entering climate agreements from executive action to a formal treaty ratification process. This would prevent the U.S. government from joining or rejoining international climate deals without Senate confirmation. The bill does not alter the content of climate agreements but changes how they are approved and funded.
