This resolution welcomes Japan's Prime Minister Yoshihide Suga to the United States. It also reaffirms the importance of the U.S.-Japan alliance for maintaining peace and stability and fostering a free and open Indo-Pacific region and beyond.

This resolution remembers the fifth anniversary of the March 22, 2016, terrorist attacks in Brussels, Belgium. It also honors the memory of Justin Shults, Stephanie Shults, Gail Minglana Martinez, and Bruce Baldwin, the four Americans killed in the attacks, and expresses condolences to the other victims.

This resolution congratulates the people of Greece as they celebrate the 200th anniversary of Greece's independence. The resolution also expresses support for the principles of democratic governance to which the people of Greece are committed.

Reopen for Kids Act This bill prohibits a local educational agency (LEA) from receiving additional COVID-19 (i.e., coronavirus disease 2019) relief funds while the LEA has remaining unobligated COVID-19 funds, unless the LEA submits and implements a plan to provide full-day, in-person instruction five days a week to all medically able students at its public schools. An LEA may amend its plan for in-person instruction if it determines there is a significant rise in COVID-19 cases in the area in which it serves. An LEA that fails to implement a plan within 14 days of approval must return funds to the state, and the state must return such funds to the Department of the Treasury.

Pandemic Preparedness, Response, and Recovery Act of 2021 This bill establishes in the legislative branch the Pandemic Preparedness, Response, and Recovery Commission to make recommendations and propose legislation for modification, consolidation, harmonization, or repeal of regulations to reduce compliance costs, encourage growth and innovation, improve competitiveness, and protect public safety. The commission must give priority to regulations (1) the repeal or modification of which may assist recovery or response to the COVID-19 (i.e., coronavirus disease 2019) pandemic and future pandemics, (2) that impose disproportionately high costs on a small entity, (3) that create substantial recurring paperwork burdens or transaction costs, or (4) that could be made more effective while reducing regulatory costs. The bill sets forth reporting requirements for the commission and procedures for congressional consideration of commission reports, recommendations, and proposed legislation.

This resolution observes the 10th anniversary of the Syrian uprising wherein hundreds of Syrians assembled to call on their leadership for democratic reforms and respect for their fundamental freedoms. Further, the resolution commends the bravery of Syrian human rights defenders, affirms U.S. policy with respect to Syria, and calls on the United States to reinvigorate diplomatic efforts to resolve the conflict in Syria and to expand humanitarian aid to the Syrian people.

This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

This resolution condemns atrocities committed by the Chinese Communist Party against Uyghurs and other predominantly Muslim Turkic groups in Xinjiang. The resolution also urges the President and U.S. government representatives to speak publicly about these human rights abuses and to call for investigation into the atrocities to hold those responsible to account.

End Child Trafficking Now Act This bill imposes restrictions related to adult aliens being admitted into the United States with a minor. An adult alien shall not be admitted with a minor unless the adult (1) presents documents and witness testimony proving that the adult is a relative or guardian of the minor, or (2) submits to a DNA test that proves such a relationship. The Department of Homeland Security shall request a DNA test only if the required relationship cannot be established by the presented documents and witness testimony. An adult alien who does not consent to a requested DNA test shall be inadmissible. If the required relationship cannot be established and the immigration officer believes the alien is guilty of a felony offense, the officer may arrest the alien adult. The bill makes it a crime for an alien adult to knowingly use a minor to whom the adult is not a relative or guardian to enter the United States.

This resolution condemns the crackdown on pro-democracy activists carried out by the governments of Hong Kong and China and the Chinese Communist Party under the illegitimate and arbitrary pretext of national security. The resolution also states that the crackdown violates (1) the 1984 agreement between the United Kingdom and China relating to Hong Kong; and (2) Hong Kong's Basic Law, the territory's constitutional document.
