Protecting Against Tyrants by Restoring Internet Access and Yielding Vital Interconnectivity in Designated Areas Act or the PATRIA Y VIDA Act This bill requires activities to expand the capacity of the U.S. government to transmit internet access and counter foreign internet censorship. The Federal Emergency Management Agency (FEMA) must obtain the capacity to transmit internet access domestically in the event of emergency-related network disruptions, while the Department of State must obtain the capacity to transmit internet access in foreign countries with repressive regimes. FEMA and the State Department must consult with other federal agencies on their efforts, including the National Telecommunications and Information Administration and the Federal Aviation Administration. Consulted agencies must provide necessary authorizations and support to allow FEMA and the State Department to transmit internet access. In addition, the Federal Communications Commission (FCC) must identify effective tools to counter large-scale internet censorship by foreign governments. In the event of increased demand for the tools, the FCC must rapidly provide funding to U.S. companies capable of deploying the tools to significant numbers of simultaneous users to circumvent internet censorship. The FCC and the U.S. Agency for Global Media must jointly report on matters concerning the capacity to domestically and globally transmit internet access and tools to circumvent internet censorship by foreign governments.

Taiwan Deterrence Act This bill authorizes defense-related assistance for Taiwan and addresses related issues. For FY2023-FY2032, the Department of State may provide foreign military financing grant assistance to Taiwan if (1) Taiwan commits to match such spending on a dollar-for-dollar basis, and (2) the United States and Taiwan agree to conduct joint long-range planning for capability development and on the expenditure of the funds. Furthermore, for the purposes of certain arms export control laws, Taiwan shall receive treatment identical to NATO member countries, Australia, Japan, South Korea, Israel, and New Zealand. (Currently, such countries receive benefits in regards to defense article transfers, such as the waiver of certain requirements and eligibility for assistance and fee waivers.) The State Department must report to Congress on U.S. priorities for building more capable Taiwan security forces and organizations. The State Department and the Department of Defense must jointly report to Congress on an annual basis on Taiwan's enhancement of its self-defense capabilities.

Capital Gains Inflation Relief Act of 2021 This bill allows the adjusted basis of certain assets (including any common stock in a C corporation, any digital asset, and tangible property used in a trade or business) to be indexed for inflation for the purpose of determining the gain or loss of a taxpayer (other than a corporation) who has held the asset for more than three years. The bill sets forth rules for applying the inflation adjustment to short sales; regulated investment companies; real estate investment trusts; other pass-through entities, including partnerships, S corporations, and common trust funds; dispositions between related persons; and improvements to property or contributions of capital. The Internal Revenue Service may disallow an adjustment if any person transfers cash, debt, or any other property to another person for the principal purpose of securing or increasing the adjustment allowed by this bill.

This concurrent resolution celebrates the first anniversary of the signing of the Geneva Consensus Declaration on Promoting Women's Health and Strengthening the Family.

Keeping Our COVID-19 Heroes Employed Act This bill exempts essential workers from COVID-19 vaccination requirements imposed by the federal government and contractors, public entities that received federal COVID-19 relief funds, and private entities that received any federal funds. An essential worker is an individual who was deemed to be essential or exempted from response measures during the COVID-19 pandemic by a state, tribe, or territory.

Upholding the 1995 Jerusalem Embassy Law Act of 2021 This bill prohibits using federal funds to establish any diplomatic facility in Jerusalem other than the U.S. Embassy to Israel.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the balances, transactions, or the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on the date of enactment.

This resolution supports the designation of October 3-October 9, 2021, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.

Viral Gain of Function Research Moratorium Act This bill prohibits the award of federal research grants to institutions of higher education or research institutes that conduct gain-of-function research. Gain-of-function research refers to any research that (1) may be reasonably anticipated to confer attributes to influenza, MERS, or SARS viruses such that the virus would have enhanced pathogenicity or transmissibility in an organism; or (2) involves the enhancement of potential pandemic pathogens or related risky research with potentially dangerous pathogens.

This resolution recognizes (1) the celebration of Hispanic Heritage Month from September 15 - October 15, 2021; and (2) the integral role of Latinos and their manifold heritage in the economy, culture, and identity of the United States.
