RIP MSP Act

Repeal Insurance Plans of the Multi-State Program Act or the RIP MSP Act This bill repeals the multi-state insurance plan program. (The multi-state plan program requires the Office of Personnel Management (OPM) to contract with insurance issuers to provide a qualified health plan through the health insurance exchanges in multiple states.) The OPM must report about the process and timeline for ending the program within 60 days.

A bill to require agencies submit zero-based budgets.

This bill requires federal agencies to submit zero-based budgets to the Office of Management and Budget and the congressional budget committees . A zero-based budget is a systematic budget analysis in which managers (1) examine current objectives, operations, and costs; (2) consider alternative ways of carrying out programs or activities; and (3) rank different programs or activities by order of importance. The bill also requires federal agencies to submit recommendations for spending reductions of at least 2% from the previous year's levels. The Department of Defense and the National Nuclear Security Administration are exempt from this requirement.

New Opportunities for Value that Extend Lives Act of 2021

New Opportunities for Value that Extend Lives Act of 2021 or the NOVEL Act of 2021 This bill establishes a process for expediting the assignment of Healthcare Common Procedure Coding System (HCPCS) codes to medical products that have been designated as a breakthrough product or regenerative advanced therapy by the Food and Drug Administration; it also establishes a process for determining coverage under Medicare of such breakthrough products that have been assigned HCPCS codes.

Credit Access and Inclusion Act of 2021

Credit Access and Inclusion Act of 2021 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Taiwan Partnership Act This bill requires the Department of Defense to submit a report annually to the Congressional defense committees on the feasibility and advisability of enhanced cooperation between the National Guard and Taiwan.

Fracturing Regulations are Effective in State Hands Act

Fracturing Regulations are Effective in State Hands Act This bill gives states the sole authority to promulgate or enforce any regulation, guidance, or permit requirement regarding hydraulic fracturing on or under any land within their boundaries. Hydraulic fracturing or fracking is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the geological formation. Hydraulic fracturing on federal land must comply with the law of the state in which the land is located.

Uyghur Forced Labor Prevention Act

Uyghur Forced Labor Prevention Act This bill imposes importation limits on goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region, and imposes sanctions related to such forced labor. The Department of Homeland Security shall report to Congress a strategy for preventing the importation of goods produced in China using forced labor. The strategy must contain certain information, including a list of entities working with the government in Xinjiang to move forced labor or Uyghurs, Kazakhs, Kyrgyz, or members of other persecuted groups out of Xinjiang. The U.S. Customs and Border Protection shall generally presume that goods produced by these entities and certain other entities, generally those sourcing material from Xinjiang or involved with Chinese government forced labor programs, are barred from importation into the United States. The bill also expands existing asset- and visa-blocking sanctions related to Xinjiang to cover foreign individuals and entities responsible for serious human rights abuses in connection with forced labor. The Department of State shall report to Congress a strategy to enhance international awareness of forced labor in Xinjiang and to address such forced labor.

Golden-preneurship Act

Golden-preneurship Act This bill establishes the Golden Entrepreneurs Training and Demonstration Curriculum within the Office of Entrepreneurial Development of the Small Business Administration to provide small businesses owned by individuals who are 60 years of age or older with tools to accelerate the growth of those businesses. The bill also rescinds unobligated balances of amounts made available for the Community Navigator Pilot Program, which was an initiative designed to reduce barriers for underrepresented and underserved entrepreneurs in accessing small business support programs.
