This resolution remembers Her Majesty Queen Elizabeth II and her more than 70 years of service in support of the British people and the Commonwealth of Nations. The resolution also expresses gratitude to Queen Elizabeth II for her efforts to maintain strong bilateral relations between the United Kingdom and the United States. Finally, the resolution extends condolences to the family of Queen Elizabeth II, to the people of the United Kingdom of Great Britain and Northern Ireland, and to the peoples of the Commonwealth of Nations.

This resolution expresses that the Senate has heard the announcement of the death of the Honorable Jacqueline R. Walorski, Congresswoman for the Second Congressional District of Indiana. The resolution also honors Representative Walorski for her service to Indiana and the United States. The resolution expresses that when the Senate adjourns today, it stands adjourned as a further mark of respect to the memory of Representative Walorski.

Taxing Big Oil Profiteers Act This bill imposes an additional 21% tax through 2025 on the excess profits (i.e., current profits over normal return) of oil and natural gas companies that have average annual gross receipts during a three-year period of over $1 billion. The bill imposes on publicly-traded domestic corporations a tax equal to 25% of the fair market value of the stock of the corporation repurchased during the taxable year. The tax does not apply to a repurchase made after 2025 or that is treated as dividend. It also does not apply if the total value of the stock repurchased during a taxable year does not exceed $1 million. The bill disqualifies certain large oil and natural gas companies from the use of the LIFO (last-in first-out) inventory accounting method.

Let Doctors Provide Reproductive Health Care Act This bill sets out protections for and establishes programs to support health care providers (and those who assist such providers) who offer reproductive health care services that are lawful in the state where the services are provided. Reproductive health care services refer to abortion services; contraceptive services; in vitro fertilization; or other reproductive care, education, and counseling that is provided (1) at a health care site or via telehealth, and (2) in a medically accurate manner. The bill prohibits individuals, entities, and states from preventing, restricting, or otherwise interfering with the provision of lawful reproductive health care services by health care providers. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. Furthermore, states may not use federal funds to pursue legal cases or similar proceedings (e.g., adverse licensing proceedings) against health care providers, individuals, or entities that offer or assist with lawful reproductive health care services. Additionally, medical malpractice insurers may not deny coverage to or sue a health care provider because the provider offers or assists with lawful reproductive health care services. The bill also funds grants to assist health care providers who offer or refer for abortion services and face legal issues relating to their provision of reproductive health care services with legal matters and improving security.

This resolution authorizes (1) Jeffrey Kent, Director of the Press Photographers' Gallery, and Nate Russell and Diego Torres, custodians of records in the Senate Recording Studio, to provide relevant testimony in the case of United States v. Herrera , except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Kent, Russell, and Torres, and any current or former officer or employee of their offices, in connection with this case.

This resolution authorizes (1) Aidan Gavin, and any other current or former employee of Senator Rob Portman's office from whom relevant evidence maybe necessary, to testify and produce documents in the case of State of Ohio v. Huston , except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Mr. Gavin and any current or former employee of Senator Portman's office in connection with this case.

Benjamin Berell Ferencz Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Benjamin Berell Ferencz in recognition of his service to the United States and the international community during the post-World War II Nuremberg trials and his lifelong advocacy for international criminal justice and the rule of law.

Cannabis Administration and Opportunity Act This bill decriminalizes cannabis and removes it from scheduling under the Controlled Substances Act. It also provides for (1) a federal regulatory framework with respect to the commercial sale of cannabis and other areas, and (2) the expungement of certain federal cannabis offenses.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2021 or the DISCLOSE Act of 2021 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. First, the bill prohibits foreign nationals from participating in the decision-making process regarding an election expenditure. Additionally, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Federal Election Commission (FEC) must conduct an audit after each federal election cycle to determine the incidence of illicit foreign money. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the FEC to disclose campaign expenditures of more than $10,000 during an election cycle. Finally, the bill requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Democracy Technology Partnership Act This bill establishes the International Technology Partnership Office, led by the Special Ambassador for Technology, in the Department of State. The office shall advance U.S. technology policy through the creation of an International Technology Partnership with specified foreign countries. Specifically, the office must create a partnership of democratic countries to develop technology governance regimes, with a focus on key technologies such as artificial intelligence and machine learning, 5G telecommunications, semiconductor chip manufacturing, biotechnology, and quantum computing. Partner countries must be democratic countries with advanced technology sectors that have a demonstrated record of trust or an expressed interest in international cooperation and coordination with the United States on defense and intelligence matters. The bill also establishes the International Technology Partnership Fund in the Department of the Treasury. The State Department may use amounts from this fund to support joint research projects from International Technology Partnership member countries and technology investments in third-country markets. The State Department must also submit reports (1) outlining a national strategy for technology and national security; and (2) assessing other countries' standards and governance regimes for privacy, human rights, consumer protection, and free expression.
