Resident Physician Shortage Reduction Act of 2021

Resident Physician Shortage Reduction Act of 2021 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2023-FY2029; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

JOBS Act of 2021

Jumpstart Our Businesses by Supporting Students Act of 2021 or the JOBS Act of 2021 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.

Protect DREAMer Confidentiality Act of 2021

Protect DREAMer Confidentiality Act of 2021 This bill directs the Department of Homeland Security (DHS) to prevent disclosing information from applications to the Deferred Action for Childhood Arrivals (DACA) program to U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP), except to implement the program. Application information may be shared only to identify or prevent fraudulent claims, for particularized national security purposes relating to the applicant, or to investigate or prosecute a felony not related to immigration status. The bill also prohibits DHS from referring any individual with deferred action status to ICE, CBP, the Department of Justice, or any law enforcement agency.

Federal Firefighter Flexibility and Fairness Act

Federal Firefighter Flexibility and Fairness Act This bill provides that any hours worked by a firefighter under a qualified trade-of-time arrangement shall be disregarded for purposes of determining eligibility for, or the amount of, any overtime pay. The bill defines qualified trade-of-time arrangement as an arrangement under which two firefighters who are employed by the same agency agree, solely at their option and with the approval of their employing agency, to substitute for one another during scheduled work hours in the performance of work in the same capacity.

SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program Resolution This resolution establishes in the Senate the Congressional Gold Star Family Fellowship Program under which certain family members of a member of the Armed Forces who is a hostile casualty or died from a training-related injury may serve a 12-month fellowship in the office of a Senator.

Connected MOM Act

Connected Maternal Online Monitoring Act or the Connected MOM Act This bill requires the Centers for Medicare & Medicaid Services to report, and provide resources for states, on coverage of remote physiologic devices and related services (e.g., blood glucose monitors) under Medicaid, so as to improve maternal and child health outcomes for pregnant and postpartum women.

FAST Fix Act of 2021

FAST Fix Act of 2021 This bill modifies provisions governing the administration of the Federal and State Technology Partnership (FAST) program. Specifically, the bill encourages FAST program grants to be awarded to small businesses in underperforming states by requiring the Small Business Administration (SBA) to prioritize such applicants and authorizing the SBA to provide additional assistance to such applicants. The bill defines underperforming states as being the 18 states that receive the fewest Small Business Innovation Research and Small Business Technology Transfer awards. Additionally, the bill removes the limit on the number of proposals that may be submitted for inclusion in the FAST program to provide services in any one state. The bill also lowers the matching requirements for the bottom tier of FAST recipients, sets limits on the amount of each award, and extends the period for distribution of grants to two years.

Ensuring Lasting Smiles Act

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.
