Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.

COVID-19 Diaper Assistance Act This bill provides additional funding for FY2021 for the Social Services Block Grant to provide diapers, wipes, and other diapering supplies to families in need. This grant is a flexible funding stream used by states and territories to support a wide range of social services.

Emergency Family Stabilization Act This bill establishes a competitive grant program within the Administration for Children and Families (ACF) for family stabilization agencies to provide emergency relief to children, youth, and families experiencing homelessness. These agencies include current ACF grantees or subgrantees, Indian tribes, tribal organizations, Native Hawaiian organizations, and other organizations with expertise providing direct services to those experiencing homelessness. Recipients may use grant funds for, among other purposes, personnel costs, personal protective equipment, and other supplies to mitigate the spread of COVID-19 (i.e., coronavirus disease 2019), as well as payments for security deposits and other housing-related needs. Additionally, the ACF must award the grants based on factors including the need for the services in the area served by the agency and specified allocation and prioritization requirements.

Safe and Affordable Drugs from Canada Act of 2021 This bill requires the Food and Drug Administration (FDA) to allow for the personal importation of prescription drugs from Canada in certain instances. Such a drug must (1) be purchased from an approved Canadian pharmacy and dispensed by a pharmacist licensed in Canada; (2) be purchased by an individual for personal use only and in quantities not to exceed a 90-day supply; (3) be filled using a valid prescription from a physician licensed in a U.S. state; and (4) have the same active ingredients, route of administration, dosage form, and strength as an FDA-approved drug. Certain types of drugs may not be imported under this program, such as controlled substances, biological products, or intravenously injected drugs. An approved pharmacy under this program must be located and licensed in Canada and meet additional requirements, such as participation in ongoing and comprehensive quality assurance programs. The FDA shall publish a list of approved Canadian pharmacies on a website.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Access Technology Affordability Act of 2021 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2022 and terminates after 2026.

Ensuring Parity in MA for Audio-Only Telehealth Act of 2021 This bill allows audio-only diagnoses that are made via telehealth to be used for purposes of determining risk adjustments to payments under Medicare Advantage. Additionally, the bill requires payments for Medicare telehealth services that are furnished during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019) to be made in the same amounts as those for in-person services.

Small Business Access to Recovery Capital Act This bill temporarily modifies the 7(a) Loan Guaranty Program of the Small Business Administration (SBA) by waiving borrower and lender fees, increasing the government guarantee to 95%, and increasing the maximum loan value to $10 million. The SBA must issue temporary COVID-19 guidance that reflects these changes.

This bill addresses the employment and retraining of veterans, specifically during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill requires the Department of Veterans Affairs (VA) to implement a program under which the VA must provide up to 12 months of nontransferable retraining assistance (including a housing stipend) to up to 35,000 eligible veterans for the pursuit of a specified program of education. Under the bill, an eligible veteran is an individual who, among other requirements, is unemployed due to COVID-19. Veterans who receive retraining assistance may only use such assistance to pursue specified programs, including those designed to provide training for high-demand occupations. The bill requires the Department of Labor to conduct outreach to veterans participating in the program to notify them of employment placement services and facilitate employment placement. Additionally, the VA must enter into a memorandum of understanding with one or more qualified nonprofit organizations to facilitate the employment of veterans participating in the program. The Government Accountability Office must report on the outcomes and effectiveness of the retraining assistance program. The program will terminate 21 months after the date of the enactment of this bill.

First Responder Fair Return for Employees on Their Initial Retirement Earned Act of 2021 or the First Responder Fair RETIRE Act This bill allows disabled federal first responders (e.g., law enforcement officers, customs and border protection officers, and firefighters) to continue receiving federal retirement benefits in the same manner as though they had not been disabled. Under current law, federal first responders are subject to a mandatory retirement age of 57. To facilitate this earlier retirement, federal first responders are required to pay a greater percentage of their salary towards retirement. Additionally, their annuity amount is calculated at a higher rate than other federal employees. This bill allows a federal first responder to remain in the accelerated retirement system if they are placed in another civil service position outside of that system after returning to work from a work-related injury or illness. Further, if such an employee is separated from service before they are entitled to receive an annuity, they may receive a refund of their accelerated contributions.
