Eliminating Global Market Distortions To Protect American Jobs Act of 2021 This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty law. Antidumping provides relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty provides such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product from different countries) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a time line for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a different country, use another method for calculating the cost of production in specific circumstances, and require importers to provide a certification that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations.

Cultivating Opportunity and Recovery from the Pandemic through Service Act or the CORPS Act This bill expands and modifies the administration of national service programs, including the National Senior Corps, to address the COVID-19 pandemic and its recovery period (i.e., through FY2024). The bill also (1) revises certain living allowances of particular national service corps participants; (2) expands the Senior Service Corps; (3) establishes a COVID-19 educational award; (4) implements a pilot program under which state commissions may directly place individuals in approved national service positions; and (5) excludes from gross income, for income tax purposes, any living allowance provided to national public service participants and any national service educational award.
Maternal Immunization Enhancement Act This bill establishes several administrative requirements relating to vaccination rates among pregnant and postpartum women enrolled in Medicaid and the Children's Health Insurance Program (CHIP). Specifically, the Centers for Medicare & Medicaid Services must (1) issue guidance to states with best practices for increasing vaccination rates for certain vaccines that are recommended by the Centers for Disease Control and Prevention, and (2) consider adding a quality measure regarding prenatal immunization status for pregnant women under Medicaid and CHIP. Additionally, the Government Accountability Office must report on vaccination rates among pregnant women enrolled in Medicaid and CHIP, including barriers and demographic data.
Maternal Immunization Coverage Act This bill requires state Medicaid programs to cover, without cost-sharing, certain vaccines that are recommended for pregnant women by the Centers for Disease Control and Prevention.
Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

Stopping Overdoses of Fentanyl Analogues Act This bill adds five fentanyl analogues and the entire category of fentanyl-related substances to schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act.
Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.
Integrity, Notification, and Fairness in Online Retail Marketplaces for Consumers Act or the INFORM Consumers Act This bill requires online marketplaces to collect, verify, and disclose certain information from high-volume, third-party sellers. High-volume, third-party sellers include online marketplace participants that conduct 200 or more transactions resulting in total revenues of $5,000 or more during a continuous 12-month period. Online marketplaces must acquire these sellers' (1) bank account numbers, (2) government-issued identification, (3) tax identification numbers, and (4) contact information. Online marketplaces must verify this information and annually certify any changes to it. Further, online marketplaces must make certain information (e.g., sellers' names and contact information) available to consumers through the sellers' product listings and provide consumers with methods to report electronically and by telephone any suspicious activity on the marketplace. The bill provides the Federal Trade Commission with the authority to enforce these requirements.
College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.
