Online Consumer Protection Act of 2021 This bill requires commercial software operators and developers to provide consumers with a warning prior to making available for download software from specified countries that support international terrorism. Violations of this requirement are subject to enforcement by the Federal Trade Commission and intentional violations are subject to criminal penalties.

This bill requires the Committee on Foreign Investment in the United States to review any purchase by a Chinese entity of a controlling interest in a U.S. company deemed critical to national security, critical infrastructure, or of cultural significance. The President may approve such a purchase only if, among other things, the purchase price was not significantly affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic and the sale will not permit additional access to distribute propaganda or alter U.S. news and media consumption. The bill's provisions cease to have force or effect once the United States has substantially recovered from the economic impacts of the pandemic.

Stop Funding the PLA Act This bill requires the Department of the Treasury to establish a list of entities the securities of which a U.S. person shall be prohibited from purchasing or holding. Specifically, the Treasury must submit a report specifying each foreign industrial defense corporation with substantial contacts with, ties to, or support from any PLA entity (any entity of the Chinese military). The bill prohibits a U.S. person from purchasing a security of a foreign industrial defense corporation specified in the report, and it requires a U.S. person who owns any such security to divest themselves of it.

Safe Career Transitions for Intelligence and National Security Professionals This bill prohibits certain individuals with security clearances from receiving funding or employment from specified entities. Specifically, the prohibition is in effect while a security clearance is active and for five years afterwards, and applies to any (1) officer or employee of a federal agency or contractor, or (2) member of the Army, Navy, Air Force, or Marine Corps. The prohibition shall apply to specified entities such as Huawei Technologies Company and Kaspersky Lab. The Office of the Director of National Intelligence may add to or remove from this list based on whether there is a reasonable belief that an entity is owned by or receives financial support from the government of China, Russia, Iran, or North Korea. A person who knowingly violates this prohibition shall be subject to fines or imprisonment, or both.

Protect Our Universities Act of 2021 This bill restricts student participation in sensitive research projects and prohibits the use of certain technologies for these projects. The bill requires each student, prior to participating in a sensitive research project, to provide proof of citizenship to the institution of higher education (IHE) where the project is being carried out. Specifically, it prohibits students who are citizens of certain countries, including China and Russia, from participating in a project unless the student applies for and receives approval from the Office of the Director of National Intelligence. It prohibits certain technologies developed by listed entities, including Huawei Technologies Company and ZTE Corporation, from being used to carry out sensitive research projects. It also requires the Department of Education to establish a national security technology task force, which must maintain a list of sensitive research projects and provide guidance to the IHEs where these projects are being carried out.

Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.

Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.

Free Speech Fairness Act This bill permits a tax-exempt organization to make certain statements related to a political campaign without losing its tax-exempt status. An organization may not lose its tax-exempt status under section 501(c)(3) of the Internal Revenue Code or be deemed to have participated in, or intervened in any political campaign on behalf of (or in opposition to) any candidate for public office, solely because of the content of any statement that (1) is made in the ordinary course of the organization's regular and customary activities in carrying out its exempt purpose, and (2) results in the organization incurring not more than de minimis incremental expenses.

Right to Earn a Living Act of 2021 This bill requires a state or local government, to be eligible to receive future payments from the Coronavirus Relief Fund, to certify that it will not limit the operation, hours, or occupancy of small businesses without the state or local government taking legislative action.
