Access Technology Affordability Act of 2025

Maddy summaryS 1918, the Access Technology Affordability Act of 2025, creates a new federal tax credit for expenses related to access technology for blind individuals. It allows taxpayers to claim a credit of up to $2,000 per 3-year period for qualified hardware, software, or IT tools that convert visual information into accessible formats for themselves, their spouse, or a blind dependent. The credit amount adjusts annually for inflation starting in 2026 and expires after 2030. This policy directly affects taxpayers who pay for such technology for blind family members, reducing their tax liability for these qualifying expenses.

Honoring Our Fallen Heroes Act of 2025

Maddy summaryThis bill expands benefits for public safety officers (like police and firefighters) who develop certain cancers linked to their work. It creates a presumption that specific cancers - such as lung, bladder, or mesothelioma - were caused by job-related exposure to carcinogens, if the officer served at least 5 years, was diagnosed within 15 years of leaving active duty, and the cancer caused death or permanent disability. The list of covered cancers will be updated every 3 years based on medical evidence from agencies like the National Institute for Occupational Safety and Health. Claims must be filed within 3 years of the bill’s enactment, applying to cases involving deaths or disabilities occurring after January 1, 2020.

A bill to amend section 1151 of title 14, United States Code, to modify the restriction on construction of Coast Guard vessels in foreign shipyards.

Maddy summaryThis bill modifies restrictions on building Coast Guard vessels in foreign shipyards. It allows limited exceptions under strict conditions: the President must certify a foreign shipyard meets specific criteria (like being in NATO or a US defense treaty region), offers lower costs, and faster delivery than domestic yards, and has proven performance for Coast Guard missions. It also permits acquiring completed vessels from qualifying foreign shipyards if the foreign government provides a warranty agreement. These changes directly affect Coast Guard procurement decisions regarding vessel construction.

A resolution seeking justice for the Japanese citizens abducted by North Korea.

Maddy summaryThis Senate resolution (SRES 190) calls on North Korea to address the abduction of Japanese citizens, a decades-long issue starting in the 1970s. It specifically requests North Korea to release any remaining abducted individuals, return remains and information about deceased victims, provide appropriate reparations, issue an apology, and permanently stop such abductions. The resolution urges the U.S. President to prioritize this matter in future diplomatic talks with North Korea. As a symbolic measure, it does not create new laws or impose sanctions but serves as a diplomatic statement supporting Japanese victims.

A bill to amend the Internal Revenue Code of 1986 to modify the railroad track maintenance credit.

This bill increases the annual limit on the tax credit for qualified railroad track maintenance expenses (also referred to as the short line railroad tax credit) and expands eligibility for claiming the credit. Under current law, the tax credit is limited each tax year to $3,500 multiplied by the sum of the number of miles of railroad track owned or leased by the taxpayer (miles owned or leased) and the number of railroad track miles assigned to the taxpayer by a Class II or III railroad (miles assigned). This bill increases the annual limit to $6,100 multiplied by the sum of miles owned or leased and miles assigned. The $6,100 amount used in the calculation of the tax credit limit is adjusted for inflation for tax years beginning after 2025. The bill also expands eligibility for the tax credit to include gross expenses for maintaining railroad tracks owned or leased as of January 1, 2024. Under current law, the tax credit is limited to gross expenses for maintaining railroad tracks owned or leased as of January 1, 2015.
