Secure and Fair Elections for Workers Act

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Amending the Rules of the House of Representatives to fine Members, Delegates, and the Resident Commissioner who do not wear masks in the Capitol complex.

This resolution requires a Member, Delegate, or Resident Commissioner of the House of Representatives to wear a mask in the Capitol complex until it is no longer recommended to do so by the Centers for Disease Control and Prevention. It also establishes a $1,000 fine for each violation of this requirement.

Public Housing Emergency Response Act

Public Housing Emergency Response Act This bill authorizes additional assistance from the Public Housing Capital Fund to public housing agencies based upon capital need as determined by the agencies' most recent Physical Needs Assessment.

Guam Supplemental Security Income Equality Act

Guam Supplemental Security Income Equality Act This bill extends the Supplemental Security Income (SSI) program to Guam. This is a federal program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. When Congress created the SSI program in 1972, it excluded Puerto Rico, the Virgin Islands, and Guam. The Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the program to Guam.

Expanding Penalty Free Withdrawal Act

Expanding Penalty Free Withdrawal Act This bill expands the exceptions in the Internal Revenue Code that permit penalty-free distributions to unemployed individuals from retirement plans. The 10% additional tax on early distributions from retirement plans does not apply to an individual after separation from employment if (1) the individual has received federal or state unemployment compensation for 26 consecutive weeks or, if less, the maximum period available under state law; and (2) the distributions are made during the year or the succeeding year in which the compensation is paid. The exception is limited to the lesser of (1) $50,000 from all plans of the individual over a one-year period, or (2) the greater of $10,000 or one-half of the fair market value of the individual's retirement plans and the nonforfeitable portion of the individual's defined contribution plans. The exception does not apply to distributions that are (1) included in the existing exception for distributions to unemployed individuals for health insurance premiums, or (2) are made after the individual has been employed for at least 60 days after the separation.
