Heartbeat Protection Act of 2021

Heartbeat Protection Act of 2021 This bill makes it a crime for a physician to knowingly perform an abortion (1) without determining whether the fetus has a detectable heartbeat, (2) without informing the mother of the results, or (3) after determining that a fetus has a detectable heartbeat. It provides an exception for an abortion that is necessary to save the life of a mother whose life is endangered by a physical (but not psychological or emotional) disorder, illness, or condition. A physician who performs a prohibited abortion is subject to criminal penalties—a fine, up to five years in prison, or both. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Condemning the military coup that took place on February 1, 2021, in Burma and the Burmese military detention of civilian leaders, calling for the release of all those detained and for those elected to serve in Parliament to resume their duties, and for other purposes.

This resolution condemns the military coup that took place in Burma (Myanmar) on February 1, 2021. It also calls on the Burmese military to (1) release all those detained arbitrarily in the coup, (2) restore all forms of communications, and (3) return to power all members of the civilian government.

Whole Milk for Healthy Kids Act of 2021

Whole Milk for Healthy Kids Act of 2021 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Currently, schools participating in the program must provide milk that is consistent with the most recent Dietary Guidelines for Americans; USDA regulations require milk to be fat-free or low-fat and allow only fat-free milk to be flavored. The bill removes these restrictions and instead permits schools to offer students whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk.

Huntington’s Disease Disability Insurance Access Act of 2021

Huntington's Disease Disability Insurance Access Act of 2021 This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with Huntington's disease. This is an inherited disorder that causes brain cells to die, including in areas of the brain that help to control voluntary movement. Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with Huntington's disease. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

Federal Bird Safe Buildings Act of 2021

Federal Bird Safe Buildings Act of 2021 This bill requires the General Services Administration (GSA) to develop and implement strategies for reducing bird fatalities from collisions with public buildings. Specifically, the GSA must incorporate relevant features and strategies into public buildings that are newly constructed, acquired, or substantially altered so as to reduce bird fatalities. The GSA must also develop a related design guide and annually certify its active use. The bill's provisions do not apply to buildings and sites on the National Register of Historic Places, the White House and its grounds, the Supreme Court building and its grounds, or the U.S. Capitol and any buildings on its grounds.

Medicare Multi-Cancer Early Detection Screening Coverage Act of 2021 This bill provides for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types.

RUSH Protection Act of 2021

Rural and Underserved Small Hospital Protection Act of 2021 or the RUSH Protection Act of 2021 This bill applies certain modified payment limits to rural health clinics that temporarily enrolled in Medicare during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019) or that applied to enroll by December 31, 2020. The bill applies retroactively.

Pharmacy Benefit Manager Accountability Study Act of 2021

Pharmacy Benefit Manager Accountability Study Act of 2021 This bill requires the Government Accountability Office to report on the role of pharmacy benefit managers in the pharmaceutical supply chain and recommend legislative actions to lower the cost of prescription drugs. The report must address the use of rebates and fees, the average prior authorization approval time, and the use of step therapy within the 10 largest pharmacy benefit managers.

RURAL HELP Act of 2021

Reviewing Urban and Rural Adjustments to Level Hospital Expenses and Lopsided Payments Act of 2021 or the RURAL HELP Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to determine whether costs incurred by rural hospitals exceed costs incurred by urban hospitals under the Medicare inpatient prospective payment system and to adjust payments accordingly.
