Stop the Nosy Obsession with Online Payments Act of 2022 or the SNOOP Act of 2022 This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

No Energy Revenues for Russian Hostilities Act of 2022 This bill prohibits, with some exceptions, the Department of the Treasury from authorizing certain energy-related transactions that would otherwise be blocked by an executive order barring transactions related to specified harmful foreign activities of the Russian government. The bill also revokes a license issued February 28, 2022, by the Office of Foreign Assets Control within Treasury that authorized certain transactions barred by the executive order. The bill allows a waiver from the limitation on an energy transaction if the transaction involves funds owed to a Russian person and the funds are to be used for the sale of agricultural commodities, food, medicine, or medical devices. The bill terminates on the earlier of five years after its enactment, or 30 days after the President reports to Congress that Russia has ceased activities destabilizing the sovereignty and territorial integrity of Ukraine.

This concurrent resolution condemns Russia's invasion of Ukraine and its ongoing support of proxy militias in the region. The concurrent resolution also states that these actions pose a direct threat to international peace and security and run contrary to Russia's responsibilities and obligations as a permanent member of the U.N. Security Council. The concurrent resolution urges the President to direct the U.S. representative to the United Nations to use the voice, vote, and influence of the United States to take all necessary steps to remove Russia as a permanent member of the U.N. Security Council. Finally, the concurrent resolution urges other member states to support such efforts to hold Russia accountable at the United Nations.

This joint resolution nullifies the rule titled Medicare and Medicaid Programs; Omnibus COVID-19 Health Care Staff Vaccination , which was issued by the Centers for Medicare & Medicaid Services on November 5, 2021. The rule requires health care providers, as a condition of Medicare and Medicaid participation, to ensure that staff are fully vaccinated against COVID-19.

This bill requires certain Tennessee Valley Authority officers and employees to include their total annual compensation in annual financial disclosure reports.

Internal Revenue Service Processing Returns Instead Of Removing Innocent Taxpayers' Income Every Season Act of 2022 or the IRS PRIORITIES Act of 2022 This bill prohibits the Internal Revenue Service from hiring new enforcement personnel (i.e., special agents in the criminal investigation division, revenue officers, or revenue agents) until all individual tax returns for 2019 and 2020 are processed.

Tennessee Valley Authority Transparency Act of 2022 This bill revises the duties of the Tennessee Valley Authority (TVA) Board of Directors to include holding public meetings. The board must provide public notice at least six days before such a meeting, unless the meeting is designated as an emergency. The TVA provides low-cost electricity in seven southeastern states. It also provides flood control, navigation, and land management for the Tennessee River system.

Safeguarding Women's and Children's Health Act of 2022 This bill imposes reporting requirements relating to abortion drugs. The Food and Drug Administration (FDA) must require health care practitioners to report (1) any death or adverse event associated with the use of an abortion drug, whether or not the adverse event is considered drug-related; and (2) each time the practitioner prescribes, dispenses, or administers such a drug. The FDA must establish online portals for health care practitioners to report such information and for patients to self-report adverse events. The Centers for Disease Control and Prevention must aggregate the collected information and annually publish data about such drugs, including the number of prescriptions and adverse events occurring within 120 days of use.

Senior Citizens Tax Elimination Act This bill repeals the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities for scientific research utilizing data from expanded access to investigational ALS treatments for individuals who are not otherwise eligible for clinical trials.  The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other rare neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases. The Government Accountability Office must report to Congress about the grants provided under this bill, including an analysis of the impact of such grants on research and development of treatments for ALS.
