Veterans' Prostate Cancer Treatment and Research Act This bill requires the Department of Veterans Affairs (VA) to establish in its National Surgery Office an interdisciplinary clinical pathway for all stages of prostate cancer. Clinical pathways are health care management tools designed around research and evidence-based practices that provide direction for the care and treatment of a specific condition. The clinical pathway must include specified elements, such as a diagnosis pathway and a treatment pathway. The VA must consult with and incorporate feedback from (1) veterans who have received prostate cancer care at its medical facilities, and (2) experts in multidisciplinary cancer care and clinical research. Additionally, the VA must publish the clinical pathway on a public VA website and annually update the pathway as needed based on medical literature and evidence-based guidelines. The bill also requires the VA to submit a plan to establish a prostate cancer program using the comprehensive prostate cancer clinical pathway.

Veterans' Access to Care Concerning Inoculations Needed in Emergency Situations Act or the VACCINES Act This bill requires the Department of Veterans Affairs (VA) to furnish specified care during a public health emergency declared by a federal authority. Specifically, during such emergency, the VA must furnish to veterans (1) diagnostic products to detect the disease relating to the emergency, and (2) vaccinations for such disease. The VA may not require any copayment or other cost sharing for any diagnostic product or vaccine furnished under this bill. Additionally, the VA must conduct outreach to ensure that veterans are aware of the diagnostic products and vaccines available during the public health emergency.

Improving Veterans Access to Congressional Services Act of 2021 This bill requires the Department of Veterans Affairs (VA) to permit a Member of Congress (upon request) to use a VA facility to meet with constituents. The VA and the General Services Administration must jointly identify available spaces in VA facilities for such purposes. The VA must prescribe regulations regarding such use of a VA facility by a Member of Congress.

Harlem Hellfighters Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 369th Infantry Regiment, commonly known as the Harlem Hellfighters, in recognition of their bravery and outstanding service during World War I.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to provide canine training to eligible veterans diagnosed with post-traumatic stress disorder as an element of a complementary and integrative health program. Eligible veterans are those who are enrolled in the VA health care system and have been recommended for participation by a qualified mental health care provider or clinical team. The VA must seek to enter agreements containing specified elements with accredited nongovernmental entities that have demonstrated ability to provide canine training. Veterans who participate in the program are authorized to adopt the dog they assisted in training if their health provider determines it is in the best interest of the veteran. The VA must establish processes to document and track the progress of participating veterans with respect to health benefits and improvements. The Government Accountability Office must brief Congress and submit a report on the program. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.

This resolution supports the designation of National Health Care Awareness Month.

National Digital Reserve Corps Act This bill provides statutory authority for the National Digital Reserve Corps in the General Services Administration (GSA) to help address the digital and cybersecurity needs of executive agencies. The GSA shall issue guidance for the corps, including procedures for coordinating with such agencies to (1) identify digital and cybersecurity needs which may be addressed by the corps, and (2) assign active reservists to address such needs. The GSA must (1) begin recruiting reservists and assigning activities to reservists under the program within one year of this bill's enactment, and (2) report to Congress at specified intervals. The GSA may pay for reservists to acquire training and receive continuing education.

Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.

United States Call Center Worker and Consumer Protection Act of 2021 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Dispose Unused Medications and Prescription Opioids Act or the DUMP Opioids Act This bill requires the Department of Veterans Affairs (VA) to ensure that each VA medical facility with an on-site pharmacy or a physical location dedicated for law enforcement purposes has a physical location where any individual may dispose of controlled substances medications.
