Global Autism Act This bill establishes the Global Autism Assistance Program within the U.S. Agency for International Development (USAID) to support developing countries in addressing autism spectrum disorders (ASD). To carry out this program, the USAID must designate at least two regions in developing countries that (1) need assistance addressing ASD, and (2) have sufficient familiarity with issues concerning ASD to make effective use of the program. The USAID must then award a grant to a nongovernmental organization with experience with ASD to implement the program. The implementing organization must award grants to local service providers and other groups in the designated regions and offer specialized training for health and education professionals who treat or teach youth with ASD. The organization must also conduct (at biomedical conferences in the designated regions) training on interventions and strategies to improve the health and well-being of individuals with ASD for parents, health care professionals, and others who serve those with ASD.

Safe Skies Act of 2021 This bill directs the Department of Transportation (DOT) to modify a specified DOT final rule relating to flight crew member duty and rest requirements so that the requirements under that rule apply to all-cargo flight crew members to the same extent they apply to air passenger flight crew members.

Protecting Older Workers Against Discrimination Act of 2021 This bill revises the evidentiary standard for age discrimination by establishing an unlawful employment practice when the complaining party demonstrates that age or participation in an investigation, proceeding, or litigation related to an age discrimination claim was a motivating factor for an adverse practice, even though other factors also motivated the practice (thereby allowing what are commonly known as mixed motive claims). The bill (1) permits the complaining party to rely on any type or form of admissible evidence, which need only be sufficient for a reasonable trier of fact to find that an unlawful practice occurred; and (2) declares that the complaining party shall not be required to demonstrate that age or retaliation was the sole cause of the employment practice (thereby rejecting the Supreme Court's decision in Gross v. FBL Financial Services, Inc. , which requires the complainant to prove that age was the but-for cause for the employer's decision). The bill applies this evidentiary standard to other employment discrimination and retaliation claims, including claims under the Civil Rights Act of 1964, the Americans With Disabilities Act of 1990, and the Rehabilitation Act of 1973. In a claim in which age discrimination is shown, but where the employer demonstrates that it would have taken the same action absent the motivating factor of age, the bill authorizes courts to grant declaratory and injunctive relief, but prohibits the court from awarding damages or issuing an order requiring any admission, reinstatement, hiring, promotion, or payment. This limitation also applies to claims of discrimination based on disability. The bill also includes reporting requirements for the Equal Employment Opportunity Commission and the Department of Labor.

Regional Ocean Partnership Act of 2021 This bill allows the National Oceanic and Atmospheric Administration (NOAA) to designate and support Regional Ocean Partnerships between coastal states that share a common ocean or coastal area. Specifically, NOAA may designate a partnership as a Regional Ocean Partnership if it (1) is established to coordinate the interstate management of coastal resources; (2) focuses on the environmental issues affecting the ocean and coastal areas of the coastal states participating in the partnership; (3) complements existing state coastal and ocean management efforts on an interstate scale, focusing on shared regional priorities; (4) does not have a regulatory function; and (5) is not duplicative of an existing Regional Ocean Partnership. The bill designates the following entities as Regional Ocean Partnerships: the Gulf of Mexico Alliance, the Northeast Regional Ocean Council, the Mid-Atlantic Regional Council on the Ocean, and the West Coast Ocean Alliance. Each partnership must maintain mechanisms for consultation and engagement with the federal government, tribal governments, and nongovernmental entities, such as academic organizations. A partnership may use provided federal funds to award grants and enter into contracts for certain purposes, including to monitor the water quality and living resources of multistate ocean and coastal ecosystems.

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Nicaragua Free Trade Review Act of 2021 This bill requires the U.S. Trade Representative to submit a report on the manner and extent to which Nicaragua is in compliance with the Dominican Republic-Central America-United States Free Trade Agreement.

Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.

Toxic Exposure in the American Military Act or the TEAM Act This bill requires the Department of Veterans Affairs (VA) to expand health care, benefits, and resources for veterans with conditions related to exposure to toxic substances. Specifically, the bill expands eligibility for VA hospital care, medical services, and nursing home care to include veterans who (1) were exposed to toxic substances, radiation, or other conditions, and were awarded certain medals (e.g., the Armed Forces Service Medal); (2) are eligible for inclusion in the Airborne Hazards and Open Burn Pit Registry; or (3) have been identified by the Department of Defense to have been possibly exposed during service to an open burn pit, toxic substance, or specified hazardous sites. (A burn pit is an area used for burning solid waste in open air without equipment.) The bill establishes a presumption of service-connection for diseases associated with exposure to certain toxic substances and that become manifest within a certain time period; the VA must specify such diseases and requirements through regulations. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The bill also requires the VA to take specified actions to (1) evaluate scientific evidence regarding associations between diseases and exposure to toxic substances; (2) train its health care personnel on identifying, treating, and assessing illnesses related to such exposure; and (3) provide resources to veterans exposed to toxic substances.

This bill establishes the Alzheimer's Research and Caregiving Trust Fund to pay for research regarding the treatment or cure of Alzheimer's disease and for education, counseling, respite, and other supportive services for individuals with Alzheimer's disease and their families, caregivers, and health care professionals. The bill allows taxpayers an election to contribute a whole dollar amount to the trust fund when they file their tax returns.

Medicare IVIG Access Enhancement Act This bill requires the Centers for Medicare & Medicaid Services to establish a five-year demonstration project to evaluate the benefits of providing Medicare coverage and payment for items and services needed for the in-home administration of intravenous immune globulin to treat chronic inflammatory demyelinating polyneuropathy or multifocal motor neuropathy. Beneficiary participation shall be voluntary.
