Child Interstate Abortion Notification Act This bill creates new federal crimes related to transporting a minor across state lines for an abortion. Specifically, the bill makes it a crime to knowingly transport a minor across a state line to obtain an abortion without satisfying the requirements of a parental involvement law in the minor's resident state. A parental involvement law requires parental consent or notification, or judicial authorization, for a minor to obtain an abortion. The bill prohibits an individual who has committed incest with a minor from knowingly transporting the minor across a state line to receive an abortion. Finally, the bill makes it a crime for a physician to knowingly perform or induce an abortion on an out-of-state minor without first notifying the minor's parent.

TPS and DED Protection Act of 2021 This bill provides a path to lawful permanent resident status for qualifying aliens who, on or before a certain date (1) had or were eligible for temporary protected status (TPS), or (2) had received deferred enforced departure (DED) status. (TPS is available to nationals of designated countries, and an alien with such status is allowed to remain in the United States with work authorization. DED status also prevents removal and provides work authorization.) A qualifying alien must have been continually present in the United States for at least three years before this bill's enactment. An alien who previously had TPS or DED status and was removed or departed solely due to the termination of such status may apply for lawful admission as a permanent resident from abroad, subject to certain conditions. Certain grounds for inadmissibility, such as an alien likely being a public charge, shall not apply to aliens applying for permanent resident status under this bill. The parents, spouse, or unmarried child of an alien admitted for permanent residence under this bill shall also be admitted for permanent residence. Qualifying aliens admitted for permanent residence under this bill shall be eligible for naturalization. Language proficiency requirements related to naturalization shall be waived for such aliens. Venezuela and Eritrea shall be treated as designated TPS countries. Within three days after announcing the termination a country's designation for TPS, the Department of Justice shall report to Congress the circumstances surrounding the termination.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on October 1, 2021.

Veterans Census-Enabled National Treatment Equitable Resource Supplement for Mental Health Act of 2021 or the Vet CENTERS for Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA) to ensure the number of Vet Centers in certain states is increased by at least one additional center if the VA determines the state meets specified requirements. The VA must also establish a community-based outpatient clinic in each state that does not share a land border with another state, is located at least 2,000 miles from the contiguous United States, and contains no such clinic.

Revising and Expediting Actions for the Crisis Hotline for Veterans Act or the REACH for Veterans Act This bill requires the Department of Veterans Affairs (VA) to update training and procedures for call responders of the Veterans Crisis Line. Specifically, the VA must enter into an agreement with an outside organization to review the training for crisis line call responders. The VA must update the training if any deficiencies are identified after the review. Among other requirements, the VA must develop guidelines on retraining and quality management for when a call responder has an adverse event or needs improvement, annually perform a common cause analysis for identified callers to the crisis line who died by suicide in situations where the crisis line was the last point of contact, develop enhanced guidance and procedures to respond to calls to the crisis line related to substance use and overdose risk, review the current emergency dispatch standard operating procedure of the crisis line, and solicit feedback from veterans service organizations on how to conduct outreach regarding the move to 988 as the new suicide and mental health crisis hotline. Each call responder must be subject to at least two calls per month that are silently monitored by a supervisor to check for quality of conduct. The Veterans Crisis Line, Office of Mental Health and Suicide Prevention of the VA, and National Center for Patient Safety of the VA must establish quality management processes and expectations for staff of the crisis line.

This resolution requests the President and directs the Department of State to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of both classified and unclassified documents that refer or relate to certain information on the withdrawal of the United States from Afghanistan, including reactions, concerns, or objections expressed by certain allies and partners; any agreement reached with the Taliban related to the evacuation of specified individuals; and numbers of specified individuals in contact with the State Department to request evacuation assistance from Afghanistan, from July 30, 2021, to the present.

This resolution urges Major League Baseball to reverse the planned closure of the Miken Sports production facility in Caledonia, Minnesota, and to buy products that are made in America.

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

This bill reauthorizes through FY2026 certain activities under the Impact Aid Program. The program provides funding to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

This resolution calls on all Americans to observe the 20th anniversary of the September 11 attacks and honor those who lost their lives.
