Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

Defend the Blend Act This bill prohibits the Environmental Protection Agency from reducing under the renewable fuel program any applicable volume, or any renewable fuel obligation or applicable percentage that has already been finalized for any calendar year.
This bill prohibits the Small Business Administration from directly making a loan under the 7(a) Program, which authorizes loans and loan guaranties to small businesses that meet certain requirements.
This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.
Small Entrepreneurs' Empowerment and Development Act of 2021 or the SEED Act of 2021 This bill establishes an exemption to certain securities regulations for small offerings of securities. Specifically, securities registration is not required for a sale of securities if the total amount of securities sold by the issuer during the preceding 12-month period sale does not exceed $250,000. Furthermore, the Securities and Exchange Commission must issue rules under which an issuer is disqualified from offering securities through this exemption. These rules must disqualify any such offering or sale of securities by a person subject to specified regulatory disciplinary actions or convicted of certain felonies or misdemeanors.
Next Generation Fuels Act of 2021 This bill supports the use of biofuels (e.g., gasoline blended with ethanol) in vehicles, including by establishing a minimum octane standard for gasoline as well as making related biofuel requirements for vehicles, their fuels, and fuel infrastructure.
Year-Round Fuel Choice Act of 2021 This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.
Biodiesel Tax Credit Extension Act of 2021 This bill extends the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2025.
Credit for Caring Act of 2021 This bill allows an eligible caregiver a tax credit of up to $5,000 for 30% of the cost of long-term care expenses that exceed $2,000 in a taxable year. The bill defines eligible caregiver as an individual who has earned income for the taxable year in excess of $7,500 and pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs.
Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 [ sic ] This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.
