Rural Hospital Extensions for Low-volume Programs Act of 2022 or the Rural HELP Act of 2022 This bill makes certain payment adjustments for Medicare-dependent hospitals and low-volume hospitals permanent (the adjustments currently expire at the end of FY2022).
Gateway Solidarity Act This bill authorizes the illumination of the Gateway Arch in St. Louis, Missouri, by blue and yellow lights to show support and solidarity with the Ukrainian people in 2022, within 15 days following enactment of this bill, for no fewer than 5 consecutive days; and annually on August 24, in recognition of Ukrainian Independence Day, until the President reports to Congress that the Russian government has ceased its destabilizing activities with respect to the sovereignty and territorial integrity of Ukraine.
This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.
RETURN (Repealing Excise Tax on Unalienable Rights Now) our Constitutional Rights Act of 2022 or the RETURN our Constitutional Rights Act of 2022 This bill repeals the excise taxes on firearms and ammunition and on bows and arrows. It also repeals the excise tax on transferring and making firearms under the National Firearm Act.
American Aerospace Supply Chain Resiliency, Innovation, and Advancement Act of 2022 This bill directs the Department of Transportation to establish an Aerospace Supply Chain Resiliency Task Force to identify and assess risks to the U.S. aerospace supply chain and identify best practices and make recommendations to mitigate such risks. The task force must convene for an initial meeting within 120 days after enactment of the bill and at least every 90 days thereafter. It must also report to Congress on the activities it carries out, including recommendations for regulatory, policy, or legislative action to improve government efforts to reduce barriers, mitigate risk, and bolster the resiliency of the U.S. aerospace supply chain. The task force shall terminate upon submission of the report to Congress.
Freight Rail Assistance and Investment to Launch Coronavirus-Era Activity and Recovery Act of 2022 or the Freight RAILCAR Act of 2022 This bill provides a new tax credit through 2024 for 10% of freight railcar fleet modernization expenses (i.e., railcar replacement and modernization expenses for meeting fuel efficiency and performance standards). The bill provides that no more than 2,000 freight railcars per taxpayer may be taken into account for purposes of determining the credit in a taxable year. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.
No Timber From Tyrants Act This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of the Interior and the Department of Agriculture (USDA) to replace these prohibited imports with timber production on certain lands. Specifically, the bill directs the President to prohibit the importation of all wood and related articles from Russia and Belarus. The President may terminate this prohibition upon certification to Congress that certain conditions have been met, including that Russia or Belarus (or both, as applicable) reached an agreement to withdraw forces in Ukraine. Additionally, the bill directs Interior and USDA to authorize timber harvest in an amount sufficient to equal the volume, with respect to calendar year 2021, of imports of wood and related articles from Russia and Belarus. Interior may authorize timber harvest only on public lands and USDA may authorize timber harvest only on National Forest System lands. The bill generally prohibits Interior and USDA from approving a plan that reduces the allowable sale quantity of timber.
Preventing Disaster Revictimization Act This bill requires the Federal Emergency Management Agency (FEMA) to waive certain debts owed to the United States related to disaster assistance provided to an individual or household. Specifically, FEMA must waive a debt owed to the United States related to disaster assistance provided to an individual or household if such assistance (1) was distributed based on an error by FEMA and such debt is construed as a hardship, and (2) is subject to a claim or legal action. FEMA must report to Congress on (1) actions that it will take to reduce the assistance payment error rate, and (2) the internal processes used to make decisions regarding the distribution of federal disaster assistance to individuals and households and any changes made to such processes.
This resolution thanks the teachers of the United States and promotes the teaching profession by encouraging students, parents, school administrators, and public officials to recognize National Teacher Appreciation Week.
This joint resolution nullifies the rule issued by the Centers for Disease Control and Prevention on February 3, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.
