Commission to Study and Develop Reparation Proposals for African Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. The commission must (1) compile documentary evidence of slavery in the United States; (2) study the role of the federal and state governments in supporting the institution of slavery; (3) analyze discriminatory laws and policies against freed African slaves and their descendants; and (4) recommend ways the United States may recognize and remedy the effects of slavery and discrimination on African Americans, including through a formal apology and compensation (i.e., reparations). The commission consists of individuals from civil society and reparations organizations and individuals appointed by the President and congressional leadership; Members of Congress and governmental employees may not serve on the commission. The commission may hold hearings, subpoena witnesses and records, and contract with other entities to conduct its work. The commission must submit its final report within 18 months of its first meeting.

Puerto Rico Status Act This bill provides for a plebiscite to be held on November 5, 2023, to resolve Puerto Rico's political status. Specifically, such plebiscite shall offer eligible voters a choice of independence, sovereignty in free association with the United States, or statehood. The Puerto Rico State Elections Commission shall carry out a nonpartisan voter education campaign through traditional paid media and make available at all voting locations voter education materials related to the plebiscites, and invite national and international election observers to ensure transparency and confidence in the electoral process. All voter educational materials and ballots used to carry out this bill shall be made available in English and Spanish. The bill sets forth transition and implementation provisions for each choice offered in the plebiscite.

Inspector General Independence and Empowerment Act of 2021 This bill addresses issues regarding inspectors general (IGs). For example, if the President fails to make a formal nomination for a vacant IG position within a certain timeline, the bill requires the President to communicate to Congress the reasons for such a failure and a target date for the nomination.

Specifically, the resolution recognizes the importance of independent living for individuals with disabilities made possible by the enactment of the Americans with Disabilities Act of 1990 and encourages all Americans to celebrate the advancement of inclusion and equality of opportunity made possible by its enactment; pledges to continue to work on a bipartisan basis to identify and address the remaining barriers that undermine the national goals of equality of opportunity, independent living, economic self-sufficiency, and full participation for individuals with disabilities; pledges to work with states to improve access to home- and community-based services for individuals with disabilities; calls on the Department of Labor to develop policies and practices and provide technical assistance to enable individuals with disabilities to achieve economic self-sufficiency; and calls on the Department of Health and Human Services to provide information, resources, and technical assistance regarding such services that enable individuals with disabilities to live independently.

This bill designates the facility of the United States Postal Service located at 3900 Crown Road Southwest in Atlanta, Georgia, as the John R. Lewis Post Office Building.

Preventing a Patronage System Act of 2021 or the PPSA Act of 2021 This bill prohibits executive agency positions in the competitive service from being placed in the excepted service, unless such positions are placed in Schedules A through E as in effect on September 30, 2020. The bill also prohibits positions in the excepted service from being placed in any schedule other than the aforementioned schedules. On October 21, 2020, former President Donald Trump issued an executive order titled Creating Schedule F in the Excepted Service . The order placed executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new schedule in the excepted service (Schedule F) instead of the competitive service. The order also required any such positions in the excepted service to be reclassified to Schedule F. The order was revoked by President Joe Biden on January 22, 2021.
