Safeguarding Women from Chemical Abortion Act

Maddy summaryThis bill, titled the Safeguarding Women from Chemical Abortion Act, aims to revoke federal approval for the drug mifepristone (also known as RU-486) for use in terminating pregnancies. If enacted, the Food and Drug Administration's approval for mifepristone for this indication would be withdrawn within 14 days, making its introduction into interstate commerce for pregnancy termination a violation of federal law. Additionally, the bill establishes a new federal right for individuals to sue manufacturers of mifepristone if they experience bodily injury or harm to mental health attributed to its use for pregnancy termination. This legislation directly affects drug manufacturers, distributors, healthcare providers, and individuals seeking or having used medication abortion.

Kelsey Smith Act

Maddy summaryThis bill, known as the Kelsey Smith Act, would require telecommunications service providers to share location data with law enforcement or public safety answering points during emergency situations. It directly affects phone and internet service providers, law enforcement officers, and individuals whose location information might be disclosed. The key provision allows officers to request location data without delay if the device was used to contact emergency services in the past 48 hours or if there is reasonable suspicion of an emergency involving risk of death or serious physical harm. The bill also establishes requirements for obtaining consent from subscribers or their next of kin, with a defined priority order for determining next of kin when consent is needed. Additionally, law enforcement agencies must maintain records of these requests, and the bill does not exempt providers from complying with applicable state laws regarding location information disclosure.

No Tax on Takings Act

Maddy summaryThis bill prevents property owners from paying income tax on the profit they make when the government takes their land or buildings through eminent domain (such as for public projects) or when they sell due to immediate threat of taking. It creates a new tax exclusion in the Internal Revenue Code, meaning the government's payment for the property isn't counted as taxable income. Property owners can choose to waive this exclusion and pay tax on the gain if they prefer. The bill directly affects homeowners and businesses facing government acquisitions using eminent domain powers.

Tribal Firearm Access Act

Maddy summaryThis bill, known as the Tribal Firearm Access Act, would allow members of federally recognized Tribes to use their Tribal government identification documents instead of state-issued IDs when purchasing firearms from federally licensed dealers. The legislation amends federal law to officially recognize Tribal government IDs as valid forms of identification for firearm transactions, while defining "Tribal government" to include the governing bodies of federally recognized Indian and Alaska Native Tribes. The changes would take effect 90 days after the bill is enacted, directly affecting Tribal members seeking to exercise their right to purchase firearms under current federal regulations.

To modernize Federal firearms laws to account for advancements in technology and less-than-lethal weapons, and for other purposes.

Law-Enforcement Innovate to De-Escalate Act This bill removes less-than-lethal projectile devices (e.g., certain TASERs) from regulation under the Gun Control Act. The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device. The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

Expressing support for the designation of February 21 through February 28, 2026, as "National FFA Week", recognizing the important role of the National Future Farmers of America (FFA) Organization in developing the next generation of globally conscious leaders who will change the world, and celebrating the 50th anniversary of the chartering of the State of Alaska as a State FFA Association.

Maddy summaryHRES 1073 is a non-binding resolution designating February 21-28, 2026, as "National FFA Week" to recognize the National Future Farmers of America (FFA) Organization’s role in developing agricultural education leaders and to celebrate the 50th anniversary of Alaska’s State FFA Association. Aviation Innovation and Global Competitiveness Act

Maddy summaryThis bill requires the Federal Aviation Administration (FAA) to improve transparency and efficiency in certifying new aircraft and technologies. Specifically, it mandates the FAA to publish a public plan for streamlining the type certification process, establish standard timelines for key milestones (like safety reviews), and create clearer criteria for when technical questions arise. The changes directly affect aircraft manufacturers - especially those developing advanced air mobility vehicles like air taxis - and FAA staff managing certifications. By setting predictable timelines and reducing recurring paperwork, the bill aims to accelerate innovation while maintaining safety standards.

SAFE Act

Maddy summaryHR 7539, the SAFE Act, requires the Comptroller General to study "chameleon carriers" (motor carriers evading safety rules by changing names or ownership) and develop an automated tool for the Federal Motor Carrier Safety Administration (FMCSA) to detect such applicants during Department of Transportation (DOT) number registration. The bill mandates the tool to identify patterns like shared ownership, similar addresses, insurance lapses, or continuity of operations to flag suspicious applications. It directly affects motor carriers applying for DOT numbers and FMCSA staff, who must use the tool to review applications while preserving final decision-making authority. The law also requires an appeals process for denied applications, data privacy safeguards, and a two-year effectiveness report on the tool.
