This resolution supports the goals of a feminist foreign policy (i.e., a foreign policy that requires analysis of and challenges to power structures and inequalities that are based on systems of discrimination), and it supports the adoption of policies that promote gender equity and women's participation in public life.

Employee Profit-Sharing Encouragement Act of 2021 This bill denies the business tax deduction for the remuneration of highly-compensated corporate employees unless the corporation has average annual gross receipts of less than $25 million and maintains a plan for making qualified profit-sharing distributions to its employees. The bill defines qualified profit-sharing distributions as cash distributions under a written employer plan that gives employees who have been employed for at least one year a right to profit-sharing distributions and bases the amount of such distributions on the measure of the receipts, profit, revenues, or earnings of the employer.

Public Service Loan Forgiveness Inclusion Act of 2021 This bill allows the first 60 monthly payments made by a borrower under a graduated repayment or extended repayment plan to become qualifying payments under the Public Service Loan Forgiveness (PSLF) program. However, the borrower must transfer to an eligible repayment plan, such as an income-based or standard repayment plan, for the remaining 60 monthly payments made under the PSLF program.

Capitol Remembrance Act This bill requires the Architect of the Capitol (AOC) to design and install in a prominent location in the U.S. Capitol a permanent exhibit that depicts the January 6, 2021, attack on the Capitol. To the extent possible, the AOC must preserve property that was damaged during the attack and include it in the exhibit. The AOC must also include (1) existing photographic records relating to the attack; and (2) a plaque to honor the U.S. Capitol Police and other law enforcement agencies that protected the Capitol, the individuals who died or sustained injuries to protect the Capitol, and the staff who helped restore the Capitol complex after the attack.

National Women's Hall of Fame Commemorative Coin Act of 2021 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

This resolution thanks and honors the journalists and news staff who risked themselves to chronicle the insurrection at the U.S. Capitol on January 6, 2021, and it condemns the harassment and violent attacks on the media during the insurrection.

This concurrent resolution censures President Donald J. Trump for actions described in this resolution, including attempting to overturn the 2020 presidential election and inciting insurrection at the U.S. Capitol on January 6, 2021. The resolution calls upon President Trump to acknowledge that President-elect Joseph R. Biden was the victor of the election and that President-elect Biden will be the lawful President on January 20, 2021; call on his supporters not to engage in violence; disavow the actions of the insurrectionists who attacked the U.S. Capitol; and denounce any further acts of violence, including any planned to occur surrounding the 58th Presidential Inauguration. Finally, it finds that, in engaging in the above cited actions, President Trump "as an officer of the United States ... engaged in insurrection or rebellion against the [United States], or [gave] aid or comfort to the enemies thereof," as described in Section 3 of the Fourteenth Amendment, making him ineligible for future office, unless Congress, in the future, removes such disability by a two-thirds vote of each chamber.

This resolution impeaches President Donald John Trump for high crimes and misdemeanors. Specifically, the resolution sets forth two articles of impeachment stating that President Trump has abused the powers of the presidency. The first article states that, using the powers of his office, President Trump sought to threaten, intimidate, and solicit the Secretary of State of Georgia to acquiesce to his demand to find enough votes to make him the winner of Georgia's presidential election, even though the votes in Georgia had already been counted three times in favor of his opponent. The article further states that, by doing so, President Trump actively undermined public faith and confidence in the integrity of American elections, subverted the rule of law, and placed his personal interests above the national interest. The second article states that President Trump has endeavored to undermine foundations of U.S. democracy, indicating an intention to make himself an authoritarian ruler who is unaccountable to the U.S. people. The article specifies the following actions by President Trump: refusing to acknowledge, and opposing efforts to protect against, Russian interference in U.S. affairs; expressing willingness to accept foreign assistance to win reelection; refusing to accept the results of the election; undermining the ability of American citizens to exercise their rights as voters; falsely alleging widespread voting fraud while producing no evidence; inciting his supporters to believe falsely that the election had been stolen from him; and failing to take action to protect federal officers, personnel, property, and institutions on January 6, 2021, when the Capitol was besieged by his supporters. Both articles state that, by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification to hold U.S. office.

The article further specifies that, after those supporters had violently breached the Capitol, President Trump made a statement repeating his false claims of election fraud and expressing affection for the supporters. Both articles state that, by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification from holding U.S. office.
