This resolution expresses the sense of the House of Representatives that blood donation policies should be grounded in science, minimize deferral periods, and allow donations by all those who can safely make them.
This resolution calls on the government of Azerbaijan to immediately return all Armenian prisoners of war and captured civilians. The resolution also urges the Department of State to engage with Azerbaijani authorities to bring about this result.
This resolution supports the vision, mission, and goals of the Global Partnership for Education, and it affirms the role of the United States in improving access to quality public education and improved learning outcomes for children and adolescents (particularly for girls) in the poorest countries.
HIV Epidemic Loan-Repayment Program Act of 2021 or the HELP Act of 2021 This bill directs the Health Resources and Services Administration (HRSA) to carry out a loan repayment program for certain health care providers who agree to provide HIV treatment or HIV dental care in (1) a designated health professional shortage area, (2) a clinical site that is funded under the Ryan White HIV/AIDS Program, or (3) an area that meets requirements specified by HRSA. For each qualifying year of service, HRSA pays one-fifth of the principal and interest on any eligible loan, with total loan repayment after five years; repayment is capped at $250,000 per borrower.
International Human Rights Defense Act of 2021 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTQI (lesbian, gay, bisexual, transgender, queer, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTQI people and represent the United States in diplomatic matters relevant to the human rights of LGBTQI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTQI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.
Historic Tax Credit Growth and Opportunity Act of 2021 This bill increases the rehabilitation tax credit and modifies certain requirements for the credit. The bill increases the rate of the credit for qualified rehabilitation expenditures in taxable years beginning after December 31, 2019, and before January 1, 2027, after which the rate reverts to 20%. The bill increases the rate of the credit to 30% for certain small projects whose qualified rehabilitation expenditures do not exceed $2.5 million. The bill also expands the types of buildings eligible for rehabilitation by decreasing the rehabilitation threshold from 100% to 50% of project expenses. It also eliminates the basis adjustment requirement for the credit and modifies rules relating to tax-exempt use property eligible for the credit.
Springfield Race Riot National Historic Monument Act This bill establishes the Springfield Race Riot National Historic Monument in Illinois as a unit of the National Park System to preserve, protect, and interpret the resources associated with the Springfield Race Riot of 1908 and its role in the forming of the National Association for the Advancement of Colored People.
Washington, DC Area Helicopter Noise Information Exchange Act of 2021 This bill requires the Federal Aviation Administration (FAA) to establish a mechanism to make helicopter noise complaint data accessible to the FAA and helicopter operators operating in the Washington, DC area (i.e., the area inside of a 30-mile radius of Ronald Reagan Washington National Airport). The mechanism must be based on the recommendation of the Government Accountability Office in the report published on January 7, 2021, titled Aircraft Noise: Better Information Sharing Could Improve Responses to Washington, D.C. Area Helicopter Noise Concerns . The bill also requires any helicopter operator operating in the Washington, DC area to provide helicopter noise complaint data to the FAA through such established mechanism.
Resident Physician Shortage Reduction Act of 2021 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2023-FY2029; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.
Willie O'Ree Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to Willie O'Ree or, if unavailable, to a member of his family, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity.
