This bill requires the Inspector General of the Department of Defense to conduct a full investigation into the withdrawal of the U.S. Armed Forces from Afghanistan. The investigation must analyze (1) the extent to which, and reasons why, U.S. Humvees, helicopters, artillery, and drones ended up in the Taliban's possession; (2) the extent to which Afghan forces in possession of U.S. equipment entered Iran with such equipment; and (3) the effectiveness of the evacuation of U.S. and allied personnel.

Holding Countries Accountable for Negligent Chemical and Biological Programs Act This bill authorizes initial, intermediate, and final sanctions against countries that act grossly negligent (i.e., knew or should have known that an act or acts would harm another foreign state) with respect to a chemical or biological weapons program. Before imposing initial sanctions, the President must determine that a country acted with gross negligence. Following such a determination, the President must impose the initial sanctions (e.g., suspending scientific cooperative programs and restricting U.S. government contracting with entities operating in chemical or biological sectors of a sanctioned country). Within 120 days of imposing initial sanctions, the President must determine whether the country has taken adequate steps to redress its sanctionable conduct. If the country has not taken adequate steps, the President must impose intermediate sanctions (e.g., terminating financial assistance and prohibiting arms transactions). Within 210 days of imposing intermediate sanctions, the President must again determine whether the country has taken adequate steps to redress its sanctionable conduct. If the country has not taken adequate steps, the President must impose final sanctions (e.g., prohibiting certain transactions in foreign exchange or transfers of credit or payment). The sanctions may be removed after 12 months if the President certifies a country adequately redressed the sanctionable conduct. The bill also authorizes waivers of the sanctions, subject to certain restrictions. Furthermore, the President must determine and report to Congress about whether China meets the criteria for gross negligence with respect to its chemical or biological weapons program.

Recognizing and Ensuring Taxpayer Access to Infrastructure Necessary for GPS and Satellite Communications Act of 2021 or the RETAIN GPS and Satellite Communications Act of 2021 This bill places conditions on entities that deploy commercial terrestrial operations in the 1525-1559 megahertz (MHz) band or the 1626.5-1660.6 MHz band of the electromagnetic spectrum. These frequency bands are traditionally used for satellite operations, including the global positioning system (GPS). On April 19, 2020, the Federal Communications Commission approved an application for a low-power 5G wireless network in such bands despite concerns about the network interfering with GPS and other operations on adjacent bands. In its application, the entity committed to update, repair, or replace federal devices, platforms, or systems affected by its operations. This bill requires an entity (including the previously approved entity) that deploys terrestrial operations in the designated bands to reimburse a federal agency or a person for certain costs if the entity's operations interfere with or otherwise affect the operations of the agency or person. These costs may include necessary upgrades, repairs, or replacements to satellite communication devices and related equipment, as well as expenses for engineering studies and labor. Reimbursable costs owed by the entity transfer to any assignee, successor, or purchaser of its license to deploy terrestrial operations in the designated bands. The bill also expressly authorizes federal agencies to directly accept from the entity reimbursements for incurred costs.

VOCA Fix to Sustain the Crime Victims Fund Act of 2021 This bill adds a new source of revenue for the Crime Victims Fund and makes changes to formula grants supported by the fund. Specifically, the bill directs revenues collected from deferred prosecution and non-prosecution agreements to be deposited into the Crime Victims Fund. Currently, such revenues are deposited into the general fund of the Treasury. Additionally, the bill increases the percentage—from 60% to 75%—of state compensation payments to crime victims in the prior fiscal year used to calculate formula grants for state victim compensation programs. Finally, the bill directs states to waive the matching requirement for recipients of state victim assistance formula grants during and for one year after a pandemic-related national emergency. It also allows states to waive the matching requirement pursuant to a policy established by the state.

This resolution denounces socialism and opposes the implementation of socialist policies in the United States.

Protecting Life on College Campus Act of 2021 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill expands the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Advancing IoT for Precision Agriculture Act of 2021 This bill supports research and development for connected technologies that advance precision agriculture. In awarding grants under its sensor systems and networked systems programs, the National Science Foundation (NSF) shall consider certain research and development on sensor connectivity in environments of intermittent connectivity and intermittent computation. The NSF must prioritize applications that incorporate distance learning tools and approaches in awarding grants under the Advanced Technological Education Program to (1) junior or community colleges to develop or improve associate degree or certificate programs in an in-demand industry sector or occupation; or (2) institutions of higher education partnering with private sector employers, industry partnerships, or sector partnerships that commit to offering apprenticeships, internships, research opportunities, or applied learning experiences to enrolled students. The Government Accountability Office shall provide (1) a technology assessment of precision agriculture technologies; and (2) a review of federal programs that provide support for precision agriculture research, development, adoption, education, or training.

Year-Round Fuel Choice Act of 2021 This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

This resolution recognizes and expresses support for the efforts of democracy and human rights activists in Cuba.
