Maddy summaryThe Contract Our Veterans Act of 2026 establishes new federal contracting preferences for small businesses owned and controlled by veterans. It allows agencies to award contracts above the simplified acquisition threshold without competition to qualified veteran-owned businesses if they meet performance, pricing, and value criteria, and creates restricted competitions exclusively for these businesses. The bill sets a mandatory governmentwide goal of at least 5% of all federal prime and subcontract awards going to veteran-owned small businesses each fiscal year. It also amends reporting requirements to track these contracts separately across agencies, including through sole-source awards and restricted competitions. This directly affects veteran-owned small businesses seeking federal contracts and federal agencies responsible for procurement.

Maddy summaryThis bill modifies tax credit rules to help businesses recover after disasters. It allows businesses operating in designated disaster areas to treat certain unused tax credits (carryforwards) as transferrable credits against current tax liability, rather than letting them expire. Specifically, it applies to taxpayers making eligible expenditures for business operations in areas with a major disaster declaration after December 31, 2023, or a state-declared disaster meeting specific criteria. The change affects businesses in affected zones by providing immediate tax relief for qualifying expenses incurred within two years of the disaster declaration. It does not involve energy policy or new funding, but adjusts existing tax credit rules for disaster recovery.
Maddy summaryHR 7273, the NASA Reauthorization Act of 2026, authorizes $24.4 billion in funding for NASA's fiscal year 2026 operations, with specific allocations across exploration, science, aeronautics, and technology programs. The bill directs NASA to continue the Artemis program for lunar exploration, maintain International Space Station operations through 2031, and develop commercial low-Earth orbit capabilities through public-private partnerships. It requires NASA to report on key topics including human-rated lunar landing capabilities, ISS deorbit plans, and maintaining a balanced science portfolio, directly affecting NASA's mission planning, contractor relationships, and international partnerships.
Maddy summaryThis bill prevents state or local governments from banning or restricting energy connections (like installation, modification, or access) based on the type or source of energy, such as electricity, natural gas, or renewable fuels. It directly affects consumers choosing energy providers and energy companies seeking to offer services. The key provision prohibits local laws, regulations, or policies that limit energy services sold in interstate commerce, covering all energy types listed in the bill’s definitions. It does not create new programs but limits regulatory authority at the state or local level. The law aims to ensure open access to diverse energy sources without source-based restrictions.
Maddy summaryThis bill (HR 7313) designates the U.S. Postal Service facility at 3135 1st Avenue North in St. Petersburg, Florida, as the "Poul Hornsleth Post Office." It updates all federal references - such as maps, documents, and regulations - to use the new name for this specific location. The bill has no policy impact beyond renaming the post office and does not affect any individuals or create new requirements. It is a procedural measure to honor Poul Hornsleth through official designation.
Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.
Maddy summaryThe AI OVERWATCH Act requires U.S. exporters to obtain a license for sending certain high-performance integrated circuits (defined by specific technical specifications like processing power or bandwidth) to countries designated as "concerns," including China, Russia, Iran, and North Korea. Before approving such licenses, the Commerce Department must submit detailed certifications to Congress, including assurances the export won’t support military/intelligence capabilities of the recipient country and won’t harm U.S. semiconductor availability or AI leadership. The bill also creates an exemption for U.S. companies meeting strict security and ownership standards ("trusted United States persons") to export these chips to non-target countries without a license. Additionally, it mandates a national security strategy assessing how such exports affect U.S. AI competitiveness, particularly regarding China’s semiconductor production and capabilities.
Maddy summaryHR 3307, the Eastern Mediterranean Gateway Act, directs the U.S. government to prioritize diplomatic and security cooperation with Egypt, Greece, Cyprus, and Israel to support their role as a strategic gateway for the India-Middle East-Europe Economic Corridor (IMEC). The bill requires the Secretary of State to institutionalize strategic dialogues with these countries, prioritize energy and defense cooperation in the region, and submit annual reports on implementation and multilateral initiatives. It also mandates studies on expanding U.S. bilateral programs (like those with Israel) to include Eastern Mediterranean partners and analyzing the Cyprus security center as a model. The bill does not create new funding but guides existing U.S. policy and coordination efforts.
Maddy summaryThis resolution (HRES 998) is a symbolic House of Representatives commendation honoring President Trump, U.S. military/intelligence agencies, and Justice Department personnel for the alleged success of "Operation Absolute Resolve" in apprehending Venezuelan leader Nicolás Maduro. It cites Maduro's charges (including narcoterrorism conspiracy) and the Maduro regime's alleged dismantling of Venezuelan democracy, state-sponsored drug trafficking, and human rights abuses. The resolution expresses support for Venezuela's democratic transition but contains no new policy, funding, or legal changes. As a procedural resolution, it does not directly affect any individuals or alter laws.
Maddy summaryHR 7034 would remove the current $250,000 (single filers) and $500,000 (married couples) tax exclusion limit for capital gains when selling a primary residence. This change would allow all homeowners to exclude their full profit from federal income tax upon selling their main home, regardless of the sale price. The bill amends Section 121 of the Internal Revenue Code to eliminate the dollar caps and adjusts related provisions to reflect this change. It directly affects homeowners who sell their primary residence, making the tax exclusion fully unlimited for qualifying sales after the bill's enactment.
