This resolution expresses the sense of the House of Representatives that Iran's decision to enrich uranium to 20% purity (a point from which it is quicker to develop weapons-grade uranium) is escalatory and that Iran should immediately reverse this decision and abandon its pursuit of a nuclear weapon.

Advanced Nuclear Deployment Act This bill sets forth requirements to provide for the rapid deployment of new nuclear reactors. Specifically, the bill excludes from Nuclear Regulatory Commission (NRC) fees preapplication activities and review of an application for an early site permit to demonstrate an advanced nuclear reactor on a Department of Energy (DOE) or Department of Defense site. The NRC must also develop and implement (1) risk-informed and performance-based strategies and guidance to license and regulate micro-reactors, and (2) schedules to complete review activities applicable to the licensing of micro-reactors within two years. In addition, the NRC must establish and carry out an expedited procedure for issuing a combined license to construct a new nuclear reactor on or adjacent to a site that already has an existing reactor. Finally, the bill establishes a pilot program that allows DOE to make long-term power purchase agreements for power generated by commercial nuclear reactors.

Support Children Having Open Opportunities for Learning Act of 2021 or the SCHOOL Act of 2021 This bill allows certain federal funds for elementary and secondary education to follow the student to the school that they attend (i.e., public, private, or home school), regardless of whether the student is learning in person or remotely. These funds may be used for educational and instructional materials, tutoring, tuition for private school, and extracurricular activities.

Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.

Nuclear Industrial Base Act This bill requires the Department of Energy (DOE) to establish the Nuclear Industrial Base Analysis and Sustainment Program. A nuclear industrial base means the persons or organizations within the federal government and the private sector that are engaged in designing, producing, maintaining, developing, or integrating nuclear energy systems, components, parts, or other assets. In carrying out the program, DOE must monitor and assess the needs of the nuclear industrial base, support partnerships to develop and deploy new nuclear power assets, and make recommendations to address supply chain vulnerabilities of such base.

International Nuclear Energy Financing Act of 2021 This bill requires the U.S. Executive Director at the International Bank for Reconstruction and Development (and the U.S. Executive Director at any other international financial institution deemed appropriate) to support financial assistance for the generation and distribution of nuclear energy, consistent with U.S. national security interests.

This joint resolution proposes a constitutional amendment limiting Representatives to three terms and Senators to two terms. Terms beginning before the ratification of this amendment do not count towards these term limits.

This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.

Modernize Nuclear Reactor Environmental Reviews Act This bill directs the Nuclear Regulatory Commission to report on its efforts to facilitate efficient, timely environmental reviews of nuclear reactors through expanded use of categorical exclusions, environmental assessments, and generic environmental impact statements in lieu of environmental impact statements as required under the National Environmental Policy Act of 1969. The commission must promulgate a final rule to (1) establish an optional generic environmental impact statement that may be used in the licensing process for nuclear reactors, and (2) eliminate or modify the list of actions that require environmental impact statements.

This bill requires the Office of the Inspector General in the Department of Justice to report to Congress on the number of (1) firearm transfer denials issued by the National Instant Criminal Background Check System that are referred to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for investigation; (2) prosecutions resulting from such investigations; and (3) firearms recovered by the ATF in cases in which a denial was issued by the system after a firearm was transferred.
