Enhanced Iran Sanctions Act of 2025

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

Healthcare is Human Act of 2026

Maddy summaryThis bill, titled the Healthcare is Human Act of 2026, creates a tax credit for licensed health care professionals who work in qualifying facilities, including Veterans Affairs medical facilities and those located in health professional shortage areas. The credit amount varies based on the number of hours worked each month, ranging from $300 to $500 per month depending on whether the professional works between 80-120, 120-160, or more than 160 hours of qualifying health care services. To receive the credit, professionals must work at least 80 hours in at least 8 months during the tax year, and their modified adjusted gross income must not exceed $200,000 for single filers or $400,000 for joint filers. The credit is available for taxable years beginning after December 31, 2025, and expires after December 31, 2030, with a requirement for a Government Accountability Office study to evaluate its impact on health care retention and access.

Direct File Act of 2026

Maddy summaryThis bill, known as the Direct File Act of 2026, would establish a government-run online system allowing taxpayers to prepare and file their individual income tax returns for free. The legislation prohibits the Treasury Department from entering into agreements that restrict its ability to provide tax preparation or filing services, and it voids any existing contracts with such restrictions. The program would use IRS data to simplify filing, include customer support, be available in multiple languages, and allow users to file even if they are not required to. It also enables taxpayers in participating states to file state and local returns alongside their federal returns, with funding provided to states that meet certain standards.

DISCLOSE Act of 2026

Maddy summaryThe DISCLOSE Act of 2026 aims to increase transparency in election spending and prevent foreign influence. It expands the ban on foreign money to cover federal, state, and local elections, including ballot initiatives and judicial nominations, and criminalizes using corporations to conceal these funds. The bill mandates that organizations spending over $10,000 on campaign-related activities, such as independent expenditures or judicial nomination advocacy, disclose their beneficial owners and top donors. Additionally, it establishes new "Stand By Every Ad" disclaimers for political communications, requiring the highest-ranking official to approve the message and, for certain ads, list their top funders. These provisions directly affect non-candidate organizations, individuals involved in political and judicial nomination spending, and foreign nationals.

Recognizing community water fluoridation as a safe, effective public health intervention to prevent tooth decay and promote oral and physical health.

Maddy summaryHRES 1087 is a non-binding House resolution recognizing community water fluoridation as a safe and effective public health measure to prevent tooth decay. It acknowledges decades of scientific support for fluoridation, including CDC recognition as a top public health achievement, and highlights its cost-effectiveness in reducing dental treatment costs. The resolution encourages states and localities to maintain or adopt optimal fluoridation levels but does not create new legal requirements or directly affect any specific group. It serves as a symbolic endorsement of existing public health practice, referencing support from major health organizations.

RELIEF Act

Maddy summaryHR 7736, the RELIEF Act, requires U.S. Customs and Border Protection to refund tariffs collected under the International Emergency Economic Powers Act (IEEPA) on imports entered on or after January 1, 2025. It directly affects importers of record by mandating automatic refunds within 90 days of the bill's enactment, without requiring them to submit applications or protests. The bill directs Customs to use existing data to calculate and disburse refunds for all affected tariff collections, including entries involving goods withdrawn from warehouse for consumption. This policy change eliminates the need for importers to seek refunds through separate processes, streamlining the recovery of overpaid duties.

Finding ORE Act

Maddy summaryHR 2969, the Finding ORE Act, authorizes the U.S. Secretary of the Interior to enter into memorandums of understanding (MOUs) with partner countries that supply critical minerals and rare earth elements. The bill requires these MOUs to include cooperative mapping of mineral reserves, give U.S. or allied foreign country companies the "right of first refusal" for development, and facilitate U.S. private-sector investment through financial institutions like the Development Finance Corporation. It also mandates data protection for mapping information against unauthorized access by non-partner or non-allied countries. This legislation directly affects partner foreign countries (mineral sources), U.S. companies, and the U.S. Geological Survey, focusing on securing supply chains through international scientific collaboration.

Powering Productivity Act

Maddy summaryThis bill requires the U.S. government to modernize how it measures energy productivity - the efficiency of using energy to create economic value. It mandates a national baseline assessment within 18 months, quarterly "Energy Productivity-IQ" reports tracking energy use against economic output (aligned with existing labor productivity data), and triennial assessments analyzing impacts on competitiveness, environmental health, and economic well-being. The bill also establishes a 3-year Energy Productivity Task Force with federal agencies and external experts to advise on these metrics. These requirements directly affect federal agencies like the Department of Energy and Energy Information Administration, providing standardized data for public and policy decision-making.
