This Act amends the Fiscal Year 2018 Bond and Capital Improvements Act to (1) authorize the Department of Transportation to use Community Transportation Funds for one-time reimbursements for various projects; (2) allow reprogramming of funds to support the Delaware Strategic Fund; (3) allow Delaware Technical Community College to realign their critical capital needs with available funding; (4) authorize the Department of Transportation to subordinate the State’s fee interest in the Project Site; (5) direct the Department of Transportation not to vacate Sheep Pen Road and keep the roadway in the state highways system; and (6) allow Department of Transportation to transfer funds to the Riverfront Development Corporation.

This bill corrects the duration of revocation to match § 4177C(d)(2) and will make it possible for all applicants who are required to participate in the Ignition Interlock Device program to be eligible to submit an application for an indigent plan. This bill also changes the required offender reporting to IID service providers to a monthly basis allowing for early intervention of repeat violators.

This resolution recognizes the week of September 17 – 24, 2017 as Prostate Cancer Awareness Week.

This Concurrent Resolution recognizes January, 2018 as Human Trafficking Awareness Month in Delaware.

This bill creates the Grant-In-Aid Committee. The Committee is a joint committee of the Senate and House of Representatives. The purpose of the Committee is to review requests for grant-in-aid and to develop the grant-in-aid appropriations bill.

This Act eliminates the Delaware Compensation Commission in its entirety and makes necessary changes to the Delaware Code as a result.

This Act decreases by 1% the rate of realty transfer tax to be received by the State, thereby returning to the rate that was applicable prior to August 1, 2017.

This bill allows a pellet gun, airbow, and most other air guns to be possessed and utilized for hunting in Delaware, however, it does not change the classification of airbows and higher powered air rifles as firearms. The bill also does not change that possession of weapons such as “zip guns” and other created weapons are illegal and listed as a dangerous weapon.

This bill places the same requirements for the issuance of non-potable well permits within existing areas where a water utility has been granted a Certificate of Public Convenience and Necessity as those that currently apply to the issuance of a potable well permit.

This Act replaces the prevailing wage survey method of setting the prevailing wage with a method based on payroll information currently being provided to the Department of Labor. Also, this Act removes the prevailing wage lock-in authorized by House Substitute No. 1 for House Bill No. 145 (148th General Assembly). This Act also removes the Prevailing Wage Advisory Committee (“Committee”) from the Delaware Code. The Committee was established to advise the General Assembly how the prevailing wage survey may be improved or if the survey should be eliminated. The Committee reported in January 2016 that “the best option is to continue the survey for 2016 and report back to the legislature in the future.” Because this Act replaces the prevailing wage survey, the Committee is no longer needed. Finally, this Act takes effect on January 1, 2019.
