This Act establishes that State government offices are to close when a National Day of Mourning is declared due to the death of a current or former President.

This Act increases the penalties for parking in an area designated for a vehicle being used by an individual with a disability. For a first offense this Act increases the monetary penalty from $100 to $200. For a subsequent offense, this Act increases the monetary penalty from $200 to $300. The offenses subject to these increased penalties are included without change in lines 4 through 27 to add context. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.
This Act authorizes the Division of Motor Vehicles (“Division”) to issue special registration plates in support of Delaware's 3 counties and 57 municipalities without having to enact a special law for each request. If a municipality has less than 1,000 residents the Division may approve the issuance of a municipality’s special registration plate based on less than 50 applications. This Act assesses a 1-time, $20 fee, $10 of which must be deposited by the Division into a special account to be directed to each county or municipality to support the county’s or municipality's operations.
The Department of Transportation is already authorized to issue multi-trip permits for pole and piling semitrailers and double-bottom vehicles, also known as “twin trailers,” on a monthly basis. This Act authorizes the Department to also issue the permits on an annual basis. The existing law provides that a monthly permit must be issued for a specified period; an annual permit, in contrast, is not limited to a specified period.
This bill will add a new check-off donation box on the Delaware personal income tax return whereby individuals may choose to donate a portion of their tax refund, or designate an amount in addition to the tax they owe that will be transferred by the Division of Revenue to the Pediatric Cancer Research Fund held by the Delaware Community Foundation, who in turn will deposit the funds to the Andrew McDonough B+ Foundation.

This bill ensures an ongoing and necessary funding source to DELJIS for the purpose of providing local law enforcement with connectivity, maintenance, and technical support for the CJIS system.
This Senate Joint Resolution requires the Public Service Commission to conduct a comprehensive review of the Qualified Fuel Cell Provider tariff and Qualified Fuel Cell Provider facilities to identify and evaluate any options that may be available to reduce the burden of this tariff on Delmarva Power ratepayers. This Senate Joint Resolution also requires that a report containing the results of this review be completed and made public within 1 year.
This bill amends the notice provision of the Administrative Procedures Act to include copies of the regulatory flexibility analysis and the economic impact statement. It also creates the requirement of an Economic Impact Statement and what it will contain. Further, the timeline for review of regulations is spelled out with an emphasis on minimizing the economic impact caused by regulations.
Employment for formerly incarcerated individuals is a major barrier to transitioning and re-entering the community. The National Institute of Justice estimates that 60% of ex-offenders are jobless one year after their release. Improving access to employment opportunities for ex-offenders helps lower the State’s recidivism rates and will improve public safety and reduce taxpayer spending on prisons. This Act seeks to improve access to employment for formerly incarcerated individuals by establishing the Ex-Offender Employment Opportunity Tax Credit that offers a tax credit to employers hiring qualified ex-offenders in an amount equal to 10% of that individuals wages, with a maximum credit of $1500.
