This Concurrent Resolution provides the General Assembly's approval of the proposed final agreement or transaction between the Diamond State Port Corporation and GT USA Wilmington, LLC, as required by § 8784(1) of Title 29 of the Delaware Code. This Concurrent Resolution authorizes the Diamond State Port Corporation Board of Directors to enter into a lease for an up to 50 year concession to operate the Port of Wilmington and Edgemoor under the terms outlined in the Resolution.

This Act establishes an Educational Support Professional of the year award program throughout the State. Through this legislation, the state will formally honor and recognize the work educational support professionals, such as paraprofessionals, food service workers, custodians, and secretaries do to enhance school communities in Delaware.

This Resolution recognizes April 2018 as Child Abuse Prevention Month in Delaware.

This bill makes clear that farm equipment and implements of husbandry, including when being temporarily moved or transported by a manufacturer, dealer, business, or commercial transport company, shall not be subject to the weight requirements of Section 4502 and therefore not subject to overweight fees by the Secretary under Section 4504.

The Child Care and Development Block Grant Act of 2014 mandated that states allow families that receive child care assistance to continue receiving that assistance for at least 90 days after losing their job provided they are seeking employment during that time. The federal law did not expressly stipulate that states must allow families to qualify for and begin receiving assistance so that they could search for a job, however 14 states have enacted policies to expand eligibility to those families. This legislation codifies the federal intent that families be eligible to continue receiving assistance for 90 non-consecutive days in a year, and extends that eligibility to families who want to start receiving assistance in order to seek employment for up to 90 days.

This Bill modifies the impact of criminal history on an applicant's eligibility for licensure. It gives the Board discretion to grant waivers for a felony convictions for crimes committed against a person where more than 3 years have elapsed, and more than 2 years have elapsed for other felonies. The Board is precluded from considering a conviction where more than 10 years have elapsed since date of conviction. The Bill authorizes the Delaware Department of Correction to establish prison barbering training programs. These programs will provide a means for inmates to satisfy licensure requirements while incarcerated and help with employment opportunities upon release.

This Act amends the Fiscal Year 2018 Bond and Capital Improvements Act to (1) authorize the Department of Transportation to use Community Transportation Funds for one-time reimbursements for various projects; (2) allow reprogramming of funds to support the Delaware Strategic Fund; (3) allow Delaware Technical Community College to realign their critical capital needs with available funding; (4) authorize the Department of Transportation to subordinate the State’s fee interest in the Project Site; (5) direct the Department of Transportation not to vacate Sheep Pen Road and keep the roadway in the state highways system; and (6) allow Department of Transportation to transfer funds to the Riverfront Development Corporation.

This Bill is the Fiscal Year 2019 Bond and Capital Improvements Act.

This bill creates the Grant-In-Aid Committee. The Committee is a joint committee of the Senate and House of Representatives. The purpose of the Committee is to review requests for grant-in-aid and to develop the grant-in-aid appropriations bill.

This bill places the same requirements for the issuance of non-potable well permits within existing areas where a water utility has been granted a Certificate of Public Convenience and Necessity as those that currently apply to the issuance of a potable well permit.
