Section 1 of this bill moves the date of primary elections for statewide office, county office, and municipal office to the fourth Tuesday in April, which is the date of the presidential primary (in presidential election years). The dates for submitting and withdrawing notification of candidacy have been adjusted accordingly. Section 2 of the bill changes the deadline for a minor political party selecting its candidate at the party’s convention. Section 3 of the bill changes the deadline for filing certificates of nomination from September 1st to April 1st. Section 4 changes the “closed” period in which a voter is not allowed to change his or her political affiliation to match the 60-day limit in 15 Del. C. § 3189 for presidential primaries.

This act allows Sussex County government to create Enterprise Zones within the unincorporated areas of Sussex County. The act also allows any municipality, a portion of which is located in Sussex County, to create Enterprise Zones..

This bill creates a 3-year exemption for DelDOT road construction from prevailing wage requirements. Also DelDOT will prepare cost study comparison reports for the Controller General's Office to compile and report to the General Assembly.

This Act is modeled after American Laws for American Courts legislation that has passed in Tennessee, Louisiana, Arizona, Kansas, South Dakota, Alabama, and North Carolina. For more than two centuries, hundreds of thousands of men and women have given their lives to protect America’s sovereignty and freedom. America has unique values of liberty which do not exist in all foreign legal systems such as freedom of religion, speech, and press, due process, and the right to privacy. Unfortunately, because state legislatures have generally not been explicit about what their public policy is relative to foreign laws, the courts and the parties litigating in those courts are left to their own devices. State legislatures play a vital role in preserving fundamental constitutional rights and American values of liberty and freedom. No United States citizen or resident should be denied these guaranteed liberties, rights, and freedom.

This bill vests the authority for regulating seed in Delaware with the Delaware Department of Agriculture and repeals any inconsistent act or parts of acts.

This Act inserts additional language to clarify that a qualified voter must be 18 years of age on or before the date of the election a vote is to be cast.
