This bill protects non-profit organizations that accept and persons who donate wild game to non-profit organizations or provides services related to the processing of such donated wild game from certain types of liability.
Under this Act, a provider of services under § 2118(a)(2)a.1. and 3. of Title 21 may not exceed the charges permissible under the fee schedule established by the Workers’ Compensation Oversight Panel for work-related injuries. And, this Act prohibits these providers of services from demanding or requesting any payments in addition to the charges authorized by this Act. It also requires these providers of services to adhere to health care practice guidelines and be subject to utilization review. In addition, this Act requires insurers to report any pattern of overcharging, excessive treatment, or other improper actions by a healthcare provider to the Division of Professional Regulation. Finally, this Act provides that if an insurer has a contractual arrangement with a medical provider governing the fees for medical services, the contract fees would apply. The fee schedule would apply only in the absence of any such contractual arrangement.
This Act allows for juniors and seniors majoring in education at a Delaware college or university to be paid $83 per day as substitute teachers, the same rate paid to those who hold a bachelor's degree but not a teaching license. This will encourage education students to gain some field experience, while also incentivizing a larger pool of potential substitute teachers to address a growing difficulty in finding qualified, reliable substitute teachers for our schools.
This Bill limits a health insurer’s right to overpayment recovery to two years from the date of the original payment. The time limit does not apply where there is fraud or other intentional misconduct, when overpayment recovery is initiated by a self-insured plan, or where required by a federal or state plan. The bill also requires 30 days’ notice to healthcare providers regarding an attempt to recover overpayment as well as requiring insurers to have policies and procedures allowing challenge to the alleged overpayment. This bill affects all lines of health insurance including both individual and group policies.
This Act is the first leg of a constitutional amendment that requires the General Assembly to wait 48 hours from the introduction of the budget appropriation bill, bond and capital improvement act, and act making appropriations for certain grants-in-aid bill, or any substantive amendment or substitute bill to such bills before voting on such legislation unless the General Assembly by a three-fourths vote waives this requirement. The purpose of this provision is to allow all interested persons, including legislators, a reasonable amount of time to review the three significant financial legislative acts before voting on such legislation. This restriction can be waived if three-fourths of each House of the General Assembly agrees to act in a shorter time period.
This bill insures an ongoing and necessary funding source to DELJIS for the purpose of providing local law enforcement with connectivity, maintenance, and technical support for the CJIS system.

This bill creates an Abandoned Cultural Property Act. The act allows museums to establish title to property that has been donated or left with the museum after any loan period has terminated and the lender cannot be found. Currently such assets drain the museum resources by taking up space and having to be cared for. Museums need a process by which they can establish clear title to abandoned, unclaimed, or unsolicited property. This law will allow more efficient use of museum funds and will assist museums to conserve, display, and ethically dispose of abandoned, unclaimed, or unsolicited property. This bill is modeled after Indiana's law. Delaware is 1 of only 4 states that has no law relating to Abandoned Cultural Property.
This concurrent resolution establishes the Veterans Higher Education Task Force to study and make findings and recommendations regarding veterans’ access to higher education in Delaware.
This Bill requires all statewide and other candidates that may appear on the general election ballot to disclose whether or not all their State and Federal personal income tax returns are filed and any tax due has been paid and whether or not all their real property taxes have been paid.
